17일 국회의원회관에서 열린 ‘환경과 기업을 살리는 중장기 무탄소 에너지 전략’ 정책세미나에서는 급변하는 산업 환경에 대응하기 위한 에너지 정책 방향과 전원 믹스 개편 필요성이 중점적으로 논의됐다.
이번 세미나는 자유기업원과 우재준, 김소희 국회의원이 공동으로 주최했다.
이날 토론회는 조성봉 교수가 좌장을 맡았고, 김형건, 이종호 교수가 발제자로 나섰다. 참석자들은 AI와 데이터센터의 확산으로 전력 수요가 폭증하는 가운데, 현행 재생에너지 확대 정책만으로는 안정적인 전력 공급이 어렵다고 진단했다.
김형건 교수는 “4년 안에 재생에너지 100GW 보급 목표는 역대 최대 연간 실적의 약 3배로 현실화 가능성이 낮다"며 "송전망 확충과 전력시장 구조 개선, 자원 관리 체계 정비 등 실효성 있는 정책 전환이 필요하다"고 주장했다. 이어 “액화천연가스(LNG)와 소형모듈원자로(SMR)를 현실적인 교량 전원으로 활용해야 하며, 구체적인 에너지 전환 일정을 명확히 해야 한다”고 당부했다.
이종호 교수는 전력정책 수립에서 발전단가뿐만 아니라 에너지저장장치(ESS) 등 전체 계통 운영에 필요한 비용을 함께 고려해야 한다고 강조했다. 그는 “2050년 원전 50%, 재생에너지 30% 수준의 전원 조합이 전기요금 인상 부담을 덜 수 있다”며 “법적 기반 복원과 독립계통에 맞춘 무탄소 전원믹스 설계가 필요하다”고 덧붙였다.
이어진 종합토론에서는 특정 전원을 우대하기보다 안정성과 경제성, 공급 가능성 등을 함께 따진 무탄소 에너지 체계 구축의 필요성에 의견이 모였다.
고범규 연구원은 재생에너지 발전이 줄어드는 ‘재생에너지 가뭄’ 현상에 대비해, 원전과 재생에너지의 조화로운 운영이 중요하다고 말했다. 박상덕 전 원장은 “에너지 전환을 재생에너지 중심으로만 해석해서는 안 된다”며, “원전을 중심으로 한 시스템 비용 평가가 이뤄져야 한다”고 주장했다.
우재준 의원은 “에너지 정책은 과학적 근거와 산업 현장의 목소리를 반영해 기술중립적으로 설계돼야 한다”고 강조했다. 최승노 원장 역시 “현실적으로 신뢰할 수 있는 전력 공급 구조와 시장 규칙 마련이 중요하다”고 밝혔다.

Attendees assessed that stable power supply is difficult to achieve with current renewable energy expansion policies alone, given the skyrocketing electricity demand caused by the proliferation of AI and data centers.
Professor Kim Hyung-gun argued, “The target of deploying 100GW of renewable energy within four years is approximately three times the all-time record annual performance, making it unlikely to be realized.” He asserted, “Effective policy shifts are necessary, including the expansion of transmission networks, improvement of the power market structure, and overhaul of the resource management system.” He further urged, “Liquefied Natural Gas (LNG) and Small Modular Reactors (SMRs) must be utilized as realistic bridge power sources, and a clear, specific energy transition schedule must be established.”
Professor Lee Jong-ho emphasized that when formulating power policies, not only generation costs but also the costs required for overall grid operation, such as Energy Storage Systems (ESS), must be considered. He stated, “A power mix of 50% nuclear and 30% renewable energy by 2050 could alleviate the burden of electricity rate hikes,” adding, “It is necessary to restore the legal framework and design a carbon-free power mix tailored to an independent grid.”
In the subsequent comprehensive discussion, there was a consensus on the need to establish a carbon-free energy system that considers stability, economic feasibility, and supply potential together, rather than favoring specific power sources.
Researcher Ko Beom-gyu stated that the harmonious operation of nuclear and renewable energy is crucial to prepare for a "renewable energy drought" phenomenon where renewable energy generation declines. Former Director Park Sang-deok argued, "The energy transition should not be interpreted solely from a renewable energy perspective," adding that "system cost assessments centered on nuclear power must be conducted."
Representative Woo Jae-jun emphasized, "Energy policy must be designed to be technology-neutral, reflecting scientific evidence and the voices of the industrial sector." Director Choi Seung-no also stated, "It is important to establish a realistic and reliable power supply structure and market rules."
