【브레이크뉴스 대구】진예솔 기자=대구경제정의실천시민연합(이하 대구경실련)이 민선9기 대구시정에 정보공개 전담 조직 신설과 정보공개심의회 독립성, 투명성 강화를 촉구했다.
대구경실련은 17일 발표한 성명을 통해 지난해 국회 행정안전위원회 대구광역시 국정감사와 최근 정부합동감사 결과를 인용하며, 민선8기 대구시 정보공개 행정이 크게 후퇴했다고 비판했다.
단체는 지난해 국정감사에서 윤건영, 용혜인 의원이 홍준표 전 시장 재임 당시 반복된 정보공개 거부와 관련 소송 문제를 지적한 점을 상기했다. 정부합동감사단이 공개한 대구시 종합감사 결과에서도 2급 이상 공무원 출퇴근 일지, 공식행사 참석 내역, 차량 운행일지, 시장 해외출장 정보 등에 대한 정보공개 청구 처리 과정에서 위법하거나 부당한 사례가 드러났다고 주장했다.
대구경실련은 "공개 대상 정보를 반복적으로 비공개하는 행태는 시민의 알 권리와 시정 참여권을 심각하게 침해하는 것"이라며 "정보공개 행정의 퇴행은 민선8기 대구시정의 문제를 단적으로 보여준다"고 지적했다.
이어 "정보공개 행정 개선은 시민의 알 권리 보장과 시정의 투명성 강화, 시민 참여 확대를 위한 핵심 과제"라며, 민선9기 대구시가 이를 우선적으로 추진해야 한다고 강조했다.
대구경실련은 ▲공무원 골프대회 관련 정보 비공개 책임자 문책 및 구상권 행사 검토 ▲외부 전문가가 참여하는 정보공개행정 점검단 구성 ▲정보공개 전담 조직 신설 ▲정보공개심의회 독립성 및 책임성, 투명성 강화 등의 개선 방안을 제시했다.
특히 정보공개심의회와 관련해서는 대구시 소속 공무원의 위원 참여를 배제하고, 이의신청 심의 과정에서는 청구인에게 의견 진술 기회를 보장해야 한다고 요구했다. 또 판단이 어려운 사안에 대해서는 사전 심의 절차와 사전공표 대상 정보 결정 등 관련 법령과 조례에 따라 적극적으로 역할을 수행해야 한다고 덧붙였다.
대구경실련은 "민선9기 대구시정이 정보공개 행정 개선을 통해 시민 신뢰를 회복하고, 투명한 시정을 실현해야 한다"며 "시민의 알 권리 보장을 위한 제도 개선이 반드시 이뤄져야 한다"고 밝혔다.

Daegu CEJ proposed improvement measures including: ▲ reviewing the exercise of the right of recourse and holding those responsible accountable for withholding information regarding the civil servant golf tournament; ▲ forming an information disclosure administration inspection team with the participation of external experts; ▲ establishing a dedicated organization for information disclosure; and ▲ strengthening the independence, accountability, and transparency of the Information Disclosure Deliberation Committee.
In particular, regarding the Information Disclosure Deliberation Committee, they demanded that Daegu City officials be excluded from participating as members and that applicants be guaranteed the opportunity to present their opinions during the deliberation process for objections. It was also added that for matters where judgment is difficult, the city must actively fulfill its role in accordance with relevant laws and ordinances, such as through preliminary deliberation procedures and determining information subject to prior public disclosure.
Daegu Citizens' Coalition for Economic Justice stated, "The Daegu municipal administration under the 9th popular election must restore citizen trust and realize transparent governance through improvements in information disclosure administration," adding that "institutional improvements to guarantee citizens' right to know must be implemented."
