필자(문일석-본지 발행인)는 지난 2025년 3월 28일치 페이스북에 “브레이크뉴스는 뉴스-정보를 다루는 인공위성을 독자적으로 소유하고 싶다!”는 제목의 글을 올린 바 있었습니다.
이 글에서 “매일경제는 2025년 3월26일자에서 '머스크 비장의 무기 '스타링크' 韓통신 시장 판 통째로 흔드나' 제목의 기사를 내보냈다. 제공권(制空權)을 장악해가는, 인공위성을 이용한 통신수단의 실상을 다뤘다. 이 신문은 스페이스X의 '스타링크(스페이스X 최고경영자(CEO)=일론 머스크)'의 저궤도 위성통신 분야가 얼마나 발전하고 있는지를 소개했다.“면서 ”인공위성을 이용, 성공한 이 그룹은 국제적인 전쟁에도 간여, 전황(戰況)도 바꾸고 있다고 한다. 러시아와 우크라이나의 전장에서, 우크라이나가 참패(慘敗)하고 있을 때, 우크라이나가 스타링크를 통해 군 통신망을 빠르게 복구, 전쟁의 심각한 위기를 극복했다고 한다“고 소개 했었습니다.
이어 “인공위성을 이용한 통신 수단이 제공권을 장악하는 첨단기술이 됐다는 이야기이다. 선진국들은 이미 하늘을 점령하는 치열한 우주 경쟁에 나섰다. 현재 우리나라는 요즘 산불로 곤혹을 치르고 있다. 그런데 산림청이 우리나라 전역의 산림 내에서 산불을 발견하는 인공위성을 가지고 있다면, 산불을 초기에 진화할 수 있었을 것”이라면서 “국제사회는 인공위성 경쟁이 심화되고 있다. 미국의 민간 기업인 스페이스X는 벌써 위성 7,000기를 운영하고 있다고 한다. 대한민국은 인공위성 분야의 후진국이다. 분발해야 한다.”고 적었습니다.

이 글은 1년 3개월 전의 글이었습니다. 그런데 지금에서 미국의 스타링크가 소유한 인공위성의 숫자는 지난해보다 3,000기 이상이 늘어났습니다. 미국 스페이스X의 위성 인터넷 서비스인 스타링크(Starlink)는 현재 10,636기가 넘는 활성 인공위성을 운용하고 있다고 합니다.
전 세계 저궤도 위성의 과반수 이상을 차지하는 최대 규모의 위성 군을 형성하고 있습니다. 올해 6월 기준, 최신 데이터와 구체적인 운용 실태를 보면, 프로젝트를 시작한 이후 지금까지 12,294기의 위성이 발사됐습니다. 대기권 진입 등으로 사라진 위성을 제외하고 10,652기가 우주 궤도에 머물고 있습니다. 이 중 고장이나 이동 중인 상태를 제외하고 실제 서비스를 제공 중인 활성 위성은 10,636기 정도 입니다. 수명이 다하거나 임무에 실패해 대기권으로 추락·소멸한 위성은 1,642기라고 합니다. 현재 스타링크는 지구 저궤도(LEO)에 떠 있는 전체 활성 위성의 약 65%~68%를 차지하며 독점적인 우주 네트워크 인프라를 구축했습니다.
스페이스X는 팰컨9(Falcon 9) 재사용 로켓을 활용해 매월 수백 기의 위성을 끊임없이 쏘아 올리고 있다고 합니다. 2026년 상반기에만 이미 1,500기 이상의 위성이 추가로 배치되었습니다. 전통적인 정지궤도 위성(고도 36,000km)과 달리, 고도 540km ~ 570km의 저궤도에서 운용됩니다. 지구와 거리가 매우 가까워 신호 지연 시간이 25~35ms 수준으로 짧고, 광대역 초고속 인터넷 구현이 가능합니다.
지속적인 기술 세대교체초기 v1.5 모델을 넘어 최근에는 성능과 무게가 대폭 늘어난 3세대 v2 Mini 위성 위주로 배치하고 있습니다. 이 위성들은 일반 스마트폰과 직접 연결되어 통신 음영 지역을 없애는 ‘다이렉트 투 셀(Direct to Cell)’ 기능을 지원합니다. 친환경 우주 쓰레기 방지 설계스타링크 위성의 수명은 대략 5년입니다. 수명이 다한 위성은 내장된 크립톤 이온 추진기를 이용해 스스로 궤도를 낮추며, 대기권에 진입할 때 지상에 파편이 남지 않고 100% 소각되도록 설계되었습니다.
스페이스X는 미국 연방통신위원회(FCC) 등으로부터 허가를 받아 최종적으로 총 42,000기의 위성을 띄우는 메가 콘스텔레이션(Mega Constellation) 프로젝트를 완성할 계획입니다. 현재 오지, 선박, 항공기, 군사 부문 등을 포함해 전 세계 130개국 이상에서 600만 명 이상의 가입자가 스타링크를 이용하고 있습니다.
