성복임 경기도의원, “매년 반복되는 결산 문제, 실질적 개선으로 이어져야”

경기도의회 건설교통위원회 성복임 의원(더불어민주당, 군포4)이 지난 6월 16일 열린 제391회 정례회 2025회계연도 결산심사에서 세입 미수납, 사업비 불용, 이월사업, 성과지표 미달성 등 반복적으로 지적되는 결산상 문제에 대한 실질적인 개선 노력이 필요하다고 강조했다.

성 의원은 “결산은 단순히 예산 집행 결과를 확인하는 절차가 아니라 반복되는 문제들이 개선되고 있는지 점검하는 과정”이라며 “매년 같은 지적이 반복된다면 원인 분석과 개선 대책이 제대로 작동하고 있는지 되돌아봐야 한다”고 말했다.

특히 교통국 택시교통과의 미수납액과 관련해 “하남시 등 일부 시군의 매칭 부담금 미납이 반복되는 것은 세입 관리의 문제가 아니라 예산 편성 단계에서 시군의 집행 의사와 재정 여건을 충분히 검토하지 못한 결과”라고 지적했다.

이어 마을버스 운수종사자 처우개선비와 시내버스 시설개선비 사업의 불용 사례를 언급하며 “시군의 자체 지원 여부와 공영제·준공영제 운영 현황 등은 사전에 충분히 파악할 수 있는 사항”이라며 “예산 편성 전 수요 분석과 시군 협의를 더욱 철저히 해야 한다”고 강조했다.
