경기도의회 건설교통위원회 서성란 의원(국민의힘, 의왕2)이 지난 6월 16일 열린 제391회 정례회 2025회계연도 경기도 결산 심사에서 도로점용공사장 교통소통대책의 실효성을 높이기 위한 표준 가이드라인과 점검 체계 마련을 촉구했다.
서 의원은 “도로점용공사는 일상적으로 반복되지만 공사에 따른 교통혼잡과 보행 불편, 안전 문제는 고스란히 도민에게 돌아간다”며 “조례 개정이 실제 현장에서 효과를 발휘하려면 경기도 차원의 기준과 관리 체계가 뒷받침돼야 한다”고 말했다.
이어 “서울시는 도로점용공사장 관리와 교통소통대책이 비교적 체계적으로 운영되는 반면, 경기도는 상당 부분을 시군에 맡겨온 측면이 있다”며 도 차원의 통합 관리 필요성을 강조했다.
또 “공사장마다 보행로 확보, 차로 통제, 안전시설, 안내체계 수준이 제각각이라는 지적이 있다”며 “지역별 편차를 줄이기 위해 건설국이 중심이 돼 경기도형 표준 가이드를 마련해야 한다”고 주문했다.
아울러 “도로점용공사장은 교통 흐름과 직결되는 만큼 교통국과의 협업이 필요하다”며 “철도공사와 역사 주변 공사의 경우 철도항만물류국과도 연계해 보행안전과 교통소통 대책을 종합적으로 관리해야 한다”고 당부했다.
한편 서성란 의원은 그동안 도로점용공사장 교통소통대책이 일부 현장에서 형식적으로 운영되고 있다는 문제를 지속적으로 제기해 왔으며, 이를 개선하기 위해 대표발의한 「경기도 도로점용공사장 교통소통대책에 관한 조례 일부개정조례안」이 지난해 12월 건설교통위원회를 통과했다. 개정안은 도로점용공사로 인한 교통혼잡을 줄이고 보행자와 차량의 안전 확보를 위한 도의 관리·점검 책임을 강화하는 내용을 담고 있다.

During the review of the 2025 fiscal year Gyeonggi Province settlement at the 391st Regular Session of the Gyeonggi Provincial Assembly’s Construction and Transportation Committee held on June 16, Assembly Member Seo Seong-ran (People Power Party, Uiwang 2) urged the establishment of standard guidelines and an inspection system to enhance the effectiveness of traffic management measures for road occupancy construction sites.
Assembly Member Seo stated, “Road occupancy construction is a daily occurrence, yet the resulting traffic congestion, pedestrian inconvenience, and safety issues fall entirely on the residents of the province.” She added, “For ordinance amendments to be effective in actual practice, they must be supported by standards and a management system at the Gyeonggi Province level.” She continued by emphasizing the need for integrated management at the provincial level, stating, “While Seoul operates road-occupancy construction sites and traffic flow measures relatively systematically, Gyeonggi Province has largely left a significant portion of these responsibilities to its cities and counties.”
She also pointed out, “There are criticisms that the level of pedestrian walkway securing, lane control, safety facilities, and guidance systems varies from construction site to construction site,” and urged, “To reduce regional disparities, the Construction Bureau must take the lead in establishing a standard guideline for Gyeonggi Province.”
Furthermore, she requested, “Since road-occupancy construction sites are directly linked to traffic flow, collaboration with the Transportation Bureau is necessary,” adding, “In the case of construction near railway stations and railway corporations, pedestrian safety and traffic flow measures must be comprehensively managed in conjunction with the Railway, Port, and Logistics Bureau.”
Meanwhile, Assemblywoman Seo Seong-ran has consistently raised concerns that traffic flow measures for road-occupancy construction sites are being operated merely as a formality at some sites. To address this, the “Partial Amendment to the Ordinance on Traffic Flow Measures for Road-Occupancy Construction Sites in Gyeonggi Province,” which she proposed, passed the Construction and Transportation Committee last December. The amendment includes provisions to strengthen the province's responsibility for management and inspection to reduce traffic congestion caused by road occupancy construction and ensure the safety of pedestrians and vehicles.
