경기도의회 교육기획위원회 김현석 의원(국민의힘, 과천)이 지난 6월 11일 열린 제391회 정례회 2026년도 제1회 추가경정예산안 심사에서 공립유치원 방과후 과정 간식의 품질관리 강화 필요성을 제기했다.
김 의원은 이날 공·사립유치원 방과후 과정 유아를 대상으로 하는 ‘튼튼간식’ 지원사업의 간식 단가 인상 예산을 점검하며 “예산 확대에 맞춰 실제 현장에서 제공되는 간식의 품질과 영양 수준도 함께 관리돼야 한다”고 밝혔다.
이어 “2024년 공립유치원 간식 공동구매 제도 도입 이전에는 과일 등 신선식품 중심의 간식 제공이 많았지만, 공동구매 이후 빵·카스테라 등 가공식품 비중이 높아졌다는 현장의 우려가 제기되고 있다”며 “공급 방식보다 중요한 것은 아이들에게 제공되는 간식의 품질과 영양”이라고 지적했다.
또 “유아기는 평생 식습관이 형성되는 중요한 시기”라며 “간식은 단순히 배를 채우는 음식이 아니라 성장과 발달에 필요한 영양을 보충하는 역할을 해야 한다”고 강조했다.
현재 경기도교육청은 유치원 방과후 과정 운영지침을 통해 영양 균형과 식품안전 관리 기준을 제시하고 있다. 그러나 김 의원은 “당류 함량이나 가공식품 제공 비율 등에 대한 구체적인 기준은 미흡한 실정”이라며 “당류 과다 섭취에 대한 우려가 커지는 만큼 보다 세밀한 품질관리 체계가 필요하다”고 밝혔다.
아울러 “행정 편의보다 아이들의 건강을 우선해야 한다”며 “신선식품 제공 확대와 균형 있는 식단 구성을 유도할 수 있도록 관련 기준을 보완하고 현장 점검도 강화해야 한다”고 말했다.
한편 김현석 의원은 당류 및 가공식품 관리기준 보완, 신선식품 제공 확대 방안 등을 포함한 제도 개선을 검토하고 있으며, 현장 의견을 반영한 실효성 있는 개선책 마련에 나설 계획이라고 밝혔다.
