경기도의회 교육기획위원회 성기황 의원(더불어민주당, 군포2)이 교육지원청 분리·신설 추진 과정에서 청사 부지와 시설 규모에 대한 기준 마련의 필요성을 강조했다.
성기황 의원은 지난 6월 10일 열린 제391회 경기도의회 정례회 제1차 교육기획위원회에서 「경기도교육청 행정기구 설치조례 일부개정조례안」을 심사하며 교육지원청 분리 추진에 따른 예산, 조직 및 인력 운영 방안을 점검했다.
특히 성 의원은 군포·의왕교육지원청 분리 추진 과정에서 검토 중인 청사 부지를 언급하며 향후 청사 건립에 필요한 최소 부지 규모와 시설 기준이 마련돼 있는지 질의했다.
이에 윤소영 경기도교육청 기획조정실장은 “지방자치단체와 협의를 통해 적정 규모의 부지를 확보하기 위해 노력하고 있다”며 “다만 상대적으로 협소한 부지에 청사를 건립할 경우 건물 층수가 높아져 건축비가 증가하는 등 여러 요소를 종합적으로 검토하고 있다”고 답변했다.
성기황 의원은 “교육지원청 분리·신설이 추진되는 과정에서 안정적인 교육행정서비스를 제공하기 위해서는 부지 규모와 시설 여건에 대한 최소한의 기준이 필요하다”며 “경기도교육청이 지자체와 긴밀히 협의해 적정 규모의 부지를 확보하고, 지역 간 편차를 줄일 수 있는 합리적인 가이드라인을 마련해야 한다”고 강조했다.
한편 경기도교육청은 지난해 10월 「지방교육자치에 관한 법률 일부개정법률안」이 국회를 통과함에 따라 군포·의왕교육지원청을 비롯해 2개 이상의 시·군을 관할하는 도내 6개 통합교육지원청의 분리·신설을 추진하고 있다.

During the first meeting of the Education Planning Committee at the 391st Regular Session of the Gyeonggi Provincial Assembly held on June 10, Assembly Member Seong reviewed the “Partial Amendment to the Ordinance on the Establishment of Administrative Organizations of the Gyeonggi Provincial Office of Education” and examined plans for budget, organization, and personnel management following the promotion of the separation of Offices of Education.
In particular, Assembly Member Seong mentioned the office building sites currently under review during the process of separating the Gunpo and Uiwang Offices of Education and inquired whether minimum site sizes and facility standards necessary for future construction have been established. In response, Yoon So-young, Director of Planning and Coordination at the Gyeonggi Provincial Office of Education, stated, “We are striving to secure a site of appropriate size through consultation with local governments.” She added, “However, we are comprehensively reviewing various factors, such as the potential increase in construction costs due to the need for a taller building if the office is constructed on a relatively narrow site.”
Assemblyman Seong Gi-hwang emphasized, “Minimum standards regarding site size and facility conditions are necessary to provide stable educational administrative services during the process of separating and establishing new Offices of Education.” He further stressed, “The Gyeonggi Provincial Office of Education must closely consult with local governments to secure sites of appropriate size and establish reasonable guidelines to reduce regional disparities.”
Meanwhile, following the passage of the Partial Amendment to the Local Education Autonomy Act by the National Assembly last October, the Gyeonggi Provincial Office of Education is pursuing the separation and establishment of six integrated Offices of Education within the province that oversee two or more cities and counties, including the Gunpo-Uiwang Office of Education.
