경기도의회 여성가족평생교육위원회 최효숙 의원(더불어민주당, 비례)이 경기도 이민사회국의 성과관리 체계를 강하게 비판하며 보다 현실적이고 객관적인 성과지표 마련을 촉구했다.
최 의원은 지난 6월 10일 열린 경기도의회 여성가족평생교육위원회의 2025회계연도 결산 승인 심사에서 "과도하게 높은 성과 달성률은 사업 성과라기보다 목표 설정 자체에 문제가 있음을 보여주는 것"이라며 이민사회국의 성과보고서를 지적했다.
최 의원이 공개한 자료에 따르면 이민사회국이 제출한 성과보고서의 정책사업 성과지표 4건 가운데 3건이 목표 대비 150% 이상 초과 달성한 것으로 나타났다.
세부적으로는 '외국인주민 대상 SNS 기자단 정보공유 및 도정홍보'가 210%, '외국인복지센터 통역 지원'이 181%, '경기도 외국인인권지원센터 이용실적'이 157%의 달성률을 기록했다.
이에 대해 최 의원은 "목표 대비 1.5배에서 2배 이상 실적이 나온 것은 애초에 목표치가 지나치게 낮게 설정됐다는 의미"라며 "성과를 부풀려 보이게 하는 행정이라는 비판을 피하기 어렵다"고 말했다.
이어 "실적 채우기식 지표를 기반으로 초과 달성 성과를 강조하는 것은 정책 효과성을 제대로 설명하지 못한다"며 "도민들이 실제로 체감할 수 있는 성과 중심의 평가체계로 전환해야 한다"고 강조했다.
특히 최 의원은 올해 성과 목표와 관련한 질의 과정에서 구체적인 목표 수치가 즉시 제시되지 못한 점도 문제로 지적하며 성과관리 체계 전반에 대한 점검이 필요하다고 주장했다.
이에 대해 김원규 이민사회국장은 "양적 실적만으로 정책 성과를 평가하는 데 한계가 있다는 지적에 공감한다"며 "취약계층 지원의 실효성을 높일 수 있도록 질적 성과를 반영한 평가체계를 마련해 나가겠다"고 답변했다.
최 의원은 "반복되는 비현실적 목표 설정 관행에서 벗어나 수요자 만족도와 정책 효과를 반영한 객관적인 성과지표를 마련해야 한다"며 "도민에게 실질적인 도움이 되는 행정 성과 관리가 이뤄져야 한다"고 말했다.
한편 최효숙 의원은 "그동안 도민과 취약계층 지원을 위해 노력해 온 공무원들의 노고에 감사드린다"며 "이민사회국이 앞으로 보다 내실 있는 사업 추진과 성과관리를 통해 도민이 체감할 수 있는 정책 성과를 만들어 가길 기대한다"고 밝혔다.

According to data released by Assembly Member Choi, three out of four policy project performance indicators in the report submitted by the Immigration and Social Affairs Bureau exceeded their targets by more than 150%.
