충남 공주시의 대표 여름 축제인 ‘유구색동수국축제’를 둘러싸고 지역 주민들이 불법 국·공유지 점용과 외지 상인 위주의 운영 특혜 의혹을 제기하며 전면적인 조사를 요구하고 나섰다.
유구신풍상생발전위원회는 성명서를 발표하고 “유구색동수국축제는 시의 행정 실적 과시용 행사가 아닌, 지역 주민들의 희생과 전폭적인 협조를 바탕으로 일궈낸 터전”이라며 “정작 동네 주민들은 소외당하고 외지 상인들의 배만 불리는 축제는 결코 성공한 축제라 부를 수 없다”고 강하게 비판했다.

이어 “평상시 주민들이 하천부지에 작은 시설물이라도 설치하면 즉각 행정처분과 원상복구 명령을 내리면서, 축제 기간 벌어지는 온갖 불법·편법 의혹에 대해서는 눈을 감아주는 것은 명백한 행정의 이중잣대이자 직무유기”라고 목소리를 높였다.
이에 따라 위원회는 공주시에 ▲축제장 내 불법 노점·무허가 천막·무단 점용 실태 전수조사 및 결과 투명 공개 ▲과거 보상 및 수용이 완료된 토지·건물에서의 영업행위 적법성 검증 ▲지역 주민과 현지 농업인에 대한 우선 판매권 보장 ▲외지 상인 중심의 축제 운영 구조 전면 개편 ▲주민 대표가 주축이 되는 상설협의체 구성 등 5가지 요구사항을 제시했다.
위원회는 “공주시가 주민들의 정당한 요구를 묵살하거나 유야무야 넘기려 한다면 상급 기관 감사청구, 행정정보공개청구, 관계 기관 진정서 제출 등 법적·행정적 수단을 총동원해 진상을 규명하겠다”고 경고했다.
한편, 주민들의 집단 반발과 의혹 제기에 대해 공주시는 향후 명확한 사실관계 확인과 함께 공식적인 입장 표명이 불가피할 것으로 보인다.
