The Gyeongnam Provincial Police Agency has launched a strong response by arresting a malicious dealer—a first in the nation—in an investigation targeting the distribution of "phantom cars," often referred to as "moving time bombs."

The Gyeongnam Provincial Police Agency announced that it arrested and detained on the 16th Mr. A (in his 50s), a car dealer who illegally distributed 268 used cars to foreigners without transferring ownership between July 2020 and February 2026, causing over 1,000 outstanding fines.

This investigation began in accordance with the National Police Agency's National Investigation Headquarters' intensive crackdown plan. While tracking a hit-and-run case involving a foreign driver, the police confirmed that the accident vehicle was registered under the name of a dealership in Gyeongnam, and used this clue to expand the investigation.

The results of the search and seizure revealed an organized criminal structure. Of the approximately 290 vehicles registered under the dealership's name, only about 10 were actually being managed, while the whereabouts of the remaining 270 or so were unknown. Through the analysis of purchase and sales data, the police discovered that 268 of these vehicles had been distributed to foreigners whose identities were difficult to verify.

It was confirmed that 243 of these vehicles were caught in unmanned traffic checks a total of 1,543 times nationwide, with outstanding fines amounting to approximately 66 million won across 1,056 cases.

The audacity of the crime was also confirmed at the scene. Hundreds of fine notices were found at the suspect's residence, and it was revealed that the suspect had retrieved vehicles previously distributed and driven them personally without even subscribing to liability insurance.

Furthermore, through forensic analysis of mobile phones and laptops, the police secured approximately 230,000 messages, photos, and video records. This uncovered the full extent of the systematic distribution of "phantom cars" (vehicles registered under false names) by the suspect, who conspired with his Thai spouse to be introduced to foreign buyers and transport the vehicles across the country. The Gyeongnam Provincial Police Agency, in collaboration with the delinquent fine collection team, has taken immediate measures to confiscate license plates of the vehicles in question. For some vehicles, they are currently proceeding with orders to suspend operation, forced towing, and public auction procedures.

In particular, they identified a significant risk factor: these "phantom cars" (vehicles registered under false names) operate without liability insurance and are highly likely to be exploited for secondary violent crimes, such as hit-and-runs and drug trafficking, in addition to traffic violations and speeding.

Taking this incident as an opportunity, the police plan to identify systemic loopholes that allow multiple vehicles to be registered under the names of dealers and propose improvements to relevant agencies, including the Ministry of Land, Infrastructure and Transport.

An official from the Gyeongnam Provincial Police Agency stated, "Delinquent fines are more than mere non-payment; they are crimes that threaten public safety and social order." The official added, "We will mobilize all available means, including forced investigations and asset seizures, to track down malicious delinquents who mass-produce phantom cars."

Furthermore, they urged the public to "only use vehicles that have undergone proper transfer registration procedures, as the act of purchasing or driving a phantom car itself can be subject to punishment."
