Chungnam Provincial Assembly Budget and Accounts Committee "Volunteers as Firefighter for High Oil Prices and Livelihood Hardships," Passes 547.3 Billion Won Supplementary Budget

Total of 12.2704 Trillion Won for the 1st Supplementary Budget for 2026 Confirmed... Funds to be Concentrated on High Oil Price Support and Local Gift Certificates

The Chungnam Provincial Assembly has decided to swiftly release a large-scale additional fund exceeding 540 billion won into the market to revitalize the local economy, which has been frozen by high oil prices and the emergency economic crisis, and to stabilize the livelihoods of the people.

The Special Committee on Budget and Accounts of the Chungnam Provincial Assembly (Chairperson Gu Hyung-seo, hereinafter the Special Committee) announced that it held a meeting on the 17th and passed a total of four agenda items as originally proposed, including the "Approval Bill for the Settlement of Accounts for Fiscal Year 2025" and the "1st Supplementary Budget Bill for 2026" under the jurisdiction of Chungcheongnam-do, after a microscopic review.

The core of this review by the Special Committee was a "targeted livelihood supplementary budget" designed to alleviate the economic hardship felt tangibly by the residents. The first supplementary budget bill for Chungcheongnam-do for 2026, which passed the Special Committee on Budget and Accounts, amounts to a total of 12.2704 trillion won, an increase of 547.3 billion won from the existing budget.

Looking at major projects, 287.5 billion won was allocated to the high oil price damage relief fund program to support vulnerable groups and small business owners hit hard by sudden increases in energy costs.

In addition, the budget was expanded by 87.3 billion won to support the issuance of local gift certificates to stimulate consumption in stagnant alleyway commercial districts and promote a virtuous cycle of funds within the region, clearly aiming to stabilize people's livelihoods.

Along with this, the total scale of the approved settlement bill for the 2025 fiscal year, which was reviewed, was tallied at 12.5468 trillion won. Of this total, actual revenue received by the provincial government amounted to 12.2421 trillion won, while expenditures executed for welfare and infrastructure totaled 12.0862 trillion won. The settlement surplus was reported to be 155.8 billion won.

While the Special Committee on Budget and Accounts passed the budget bill in its original form, it also sharply criticized lax administrative practices to ensure that taxpayers' money would not be wasted.

Among the unreasonable issues revealed during the review process, the committee adopted a total of four items as official demands for corrective action. These included "thorough fund management and budget operation for the Anmyeondo Tourism Special Account," "proper management of net surplus and improvement of revenue estimates," "strengthening of subsidy settlement management and measures to recover unreturned funds," and "requests for improvements in inspection and management plans for privately entrusted affairs." The committee urged the provincial government's executive branch to engage in thorough self-reflection and make necessary improvements. Gu Hyung-seo, Chairman of the Special Committee on Budget and Accounts (Cheonan 4, Democratic Party of Korea), emphasized that the issues raised by the committee and the demands for correction must be fully reflected in the future budget formulation and execution processes, serving as an opportunity to enhance public trust in the provincial administration.

Meanwhile, the four agenda items that passed the Special Committee on Budget and Accounts today—including the approval of the 2025 fiscal year settlement and the first supplementary budget—are scheduled to be finalized and executed immediately at the second plenary session of the 368th Regular Session on the upcoming 22nd.
