대전 동구민들의 팍팍한 살림살이는 아랑곳하지 않은 채, 제10대 전반기 원구성을 둘러싼 여야의 꼴불견 자리싸움으로 동구의회가 허송세월을 보내고 있다.
대안 마련과 민생 챙기기에 분초를 다투어야 할 의회가 개원 초기부터 ‘자리 욕심’에 눈이 멀어 파행을 거듭하자, 지역 사회의 비판과 실망감이 극에 달하고 있다.
더불어민주당 대전 동구의원 일동은 10일 성명서를 발표하고 “국민의힘 소속 강정규 의장직무대행은 원구성 파행을 멈추고 의장단 선거 정상화에 즉각 나서라”며 포문을 열었다.
민주당 측은 강 직무대행이 편파적이고 독단적으로 의사진행권을 남용하며 선거를 고의로 지연시키고 있다고 주장했다.
원구성이 닷새째 미뤄지면서 민생 조례 심사, 예산 심의, 하반기 주요 업무보고 등 의회 본연의 기능이 마비됐고, 그 피해는 고스란히 22만 동구민의 몫으로 돌아오고 있다는 지적이다.
그러나 이러한 민주당의 성명서를 바라보는 구민들의 시선은 싸늘하기만 하다.
현재 동구의회 내 다수당 지위를 점하고 있는 민주당이 표방하는 ‘의회 정상화’와 ‘민주적 절차’의 이면에는, 결국 의장단을 비롯한 주요 자리를 독식하거나 유리한 고지를 선점하겠다는 ‘자리 욕심’이 깔려있다는 지적이 지배적이기 때문이다.
