경기도의 재정상태가 심상치 않답니다. 경기도가 공개한 2025회계연도 결산에 따르면 경기도의 총부채는 7조 3,469억 원입니다. 2024년 6조 6086억 원에서 불과 1년 만에 7,383억 원, 11.2% 증가했답니다. 2018년 경기도 부채는 3조 5,766억 원이었습니다. 2025년에는 7조 3,469억 원으로 늘었습니다. 7년 사이 약 3조 7,700억 원이 증가해 두 배가 넘는 수준이 된 것입니다. 단순히 경기도 예산이 크니까 7조 원쯤은 괜찮다고 말할 일이 아닙니다. 경기도의 2025년 총자산은 43조 8,752억 원이고 순자산도 36조 5,282억 원이기 때문에 당장 지급불능이나 재정파탄 상태라고 단정할 수는 없을 겁니다.
그러나 문제는 부채의 절대액 보다 증가 속도와 구조입니다. 2025년 자산은 전년보다 1.4% 증가하는 데 그쳤지만 부채는 11.2% 증가했습니다. 특히 1년 안에 지급해야 할 성격의 유동부채가 전년보다 5,031억 원, 30.8% 증가했습니다. 자산보다 부채가 훨씬 빠르게 늘고 단기지급 부담까지 커지고 있다는 뜻입니다.
경기도 부채는 왜 늘었는가? 첫째, 지역개발채권과 지방채 발행 증가입니다. 경기도는 도로·철도·택지·지역개발 사업에 필요한 자금을 마련하기 위해 지역개발채권을 발행합니다. 2022년에도 경기도 부채가 전년보다 8,242억 원 증가했는데, 경기도는 당시 지역개발채권 발행 증가로 장기차입부채가 35.4% 늘어난 것을 주요 원인으로 설명했습니다. 채권을 발행해 기반시설을 건설하는 것 자체가 잘못은 아닙니다. 그러나 채권으로 추진한 사업의 경제성과 상환재원이 불분명하다면 원금과 이자는 결국 미래 주민의 세금으로 갚아야 합니다.
둘째, 부동산 거래에 지나치게 의존하는 세입구조입니다. 경기도는 지방세 가운데 취득세 의존도가 매우 높습니다. 2022년 경기도 취득세 수입은 약 8조 7,556억 원이었지만 2025년에는 약 7조 8,473억 원으로 줄었습니다. 부동산 거래가 감소하면 취득세 수입은 급격히 줄어드는데 복지·교통·교육·안전 등 의무지출은 쉽게 줄일 수 없습니다. 세입은 경기와 부동산시장에 따라 출렁이는데 지출은 계속 늘어나는 구조입니다.
셋째, 복지와 이전지출의 급격한 증가입니다. 2025년 경기도 일반회계 세출 가운데 사회복지 지출은 약 19조 513억 원, 전체 일반회계 세출의 49.2%였습니다. 일반회계 지출의 거의 절반이 사회복지 분야에 사용된 것입니다. 복지는 반드시 필요하지만 한번 시작한 현금성·보조성 사업은 중단하기 어렵습니다. 재원 대책 없는 복지 확대가 반복되면 경기침체로 세금이 덜 걷힐 때 곧바로 재정적자와 채무 증가로 이어집니다.

경기도가 당장 파산할 정도일까요? 현재 공개된 자료만 보면 경기도가 당장 파산하거나 지급불능에 빠질 정도는 아닙니다. 총자산 43조 8,752억 원에 총부채가 7조 3,469억 원이므로 자산 대비 부채 비율은 약 16.7%입니다. 순자산도 36조 원 이상입니다. 그러나 지방정부의 자산에는 도로·교량·공공시설처럼 부채상환을 위해 당장 매각하기 어려운 자산이 많습니다. 자산이 많으니 빚은 문제가 없다는 논리는 위험합니다. 도로와 소방서, 공공청사를 팔아서 만기가 돌아오는 채권을 갚을 수는 없기 때문입니다. 재정안전성을 판단할 때는 총자산보다 현금성 자산, 지방세 수입, 채무상환액, 이자비용, 유동부채, 우발채무를 함께 봐야 합니다.
더 위험한 것은 장부 밖의 부채입니다. 공식 재무제표에 나타난 7조 3,469억 원만 봐서는 안 됩니다. 경기도 산하 공기업과 출자·출연기관의 부채, 민간투자사업의 최소수입보장, 토지매입 확약, 손실보전 약정, 장기임대 계약, 미지급 공사비도 함께 봐야 합니다. 지방공기업이 빚을 냈더라도 사업이 실패하면 결국 지방정부가 추가 출자하거나 손실을 보전해야 할 가능성이 있습니다. 장부에는 경기도 직접채무로 잡히지 않다가 일정한 조건이 발생하면 주민 부담으로 돌아오는 것이 바로 우발채무입니다.

결국 정부와 금융기관이 대규모 유동성 공급에 나서야 했습니다. 지방정부의 무리한 개발사업과 채무보증은 주민의 세금 문제를 넘어 국가 금융시장의 신뢰 문제로 번질 수 있습니다. 지방부채는 어떻게 국가부담으로 넘어갈까요? 지방자치단체의 부채가 자동으로 중앙정부 국가채무에 합산되는 것은 아닙니다. 그러나 지방사업이 실패하면 지방정부는 지방채를 추가 발행하고 산하 공기업에 출자해야 합니다. 감당하기 어려워지면 중앙정부에 특별교부세, 국고보조금, 정책금융과 특별법을 통한 지원을 요구하게 됩니다. 공공기관이 부실사업이나 자산을 인수하거나 정책금융기관이 부실채권을 떠안을 수도 있습니다. 여러 지방정부에서 같은 문제가 동시에 발생하면 중앙정부가 금융시장 안정을 위해 보증과 유동성 공급에 나서게 됩니다.
