도민이 단순히 정책의 혜택을 받는 ‘수혜자’의 자리를 넘어, 지역의 현안을 직접 진단하고 해법을 설계하는 ‘공급자’로 거듭날 수 있는 전초기지가 마련됐다.
충남도는 13일 아산시 온양온천역 2층에서 주민 주도 지역문제 해결의 핵심 거점이 될 ‘충남소통협력공간 아우름’의 개소식을 열고 본격적인 운영에 들어갔다.
행정과 도민이 머리를 맞대고 지역의 내일을 고민하는 이른바 ‘충남형 주민 주도 정책 플랫폼’이 닻을 올린 셈이다.
충남지역공동체활성화센터와 협력해 조성된 ‘아우름’은 이름 그대로 다양한 주체들의 생각과 의지를 하나로 아우르는 공간을 지향한다.
주민들이 일상의 불편함을 정책 의제로 설정하고, 이를 해결하기 위한 실험과 실행에 직접 참여하는 구조다.
관(官) 주도의 일방향 행정에서 벗어나, 현장의 목소리가 정책의 줄기가 되는 양방향 소통의 장을 열었다는 평가가 나온다.
공간의 구성은 실용성과 개방성에 방점을 찍었다.
아우름에는 중회의실과 다목적실을 비롯해 아이디어를 구체적인 결과물로 만들어낼 수 있는 ‘메이커실’ 등이 마련됐다.
회의와 교육은 물론, 정책 실험과 창작 활동이 한곳에서 이뤄지는 복합형 협력 거점이다.
이용 문턱도 대폭 낮췄다. 도민이라면 누구나 별도의 비용 없이 공간을 대관할 수 있다.
평일은 오전 10시부터 밤 9시까지, 토요일은 오전 10시부터 오후 6시까지 문을 열어 직장인과 청년들의 접근성을 높였다.
이용을 원하는 도민은 전용 온라인 신청 시스템(clocal.kr)을 통해 사용 예정일 60일 전부터 3일 전까지 간편하게 예약할 수 있다.
충남도는 아우름을 단순한 대관 공간에 머물게 하지 않겠다는 복안이다.
올 상반기 중으로 지역 대학과 청년, 민간 단체가 참여하는 협력 프로그램을 가동해 실질적인 지역 문제 해결 실험을 지원할 계획이다.
특히 공익 기부형 카페 모델을 도입하는 등 공간 운영의 자생력을 확보해 지속 가능한 공동체 플랫폼으로 발전시킨다는 방침이다.
전병천 도 새마을공동체과장은 “아우름은 도민이 직접 정책을 설계하고 실행하는 ‘참여형 플랫폼’의 상징적 장소가 될 것”이라며 “앞으로 다양한 주체가 협력해 충남만의 고유한 공동체 모델을 확산시키는 거점으로 키워나가겠다”고 밝혔다.
