영덕군 신규원전 유치 TF(단장 황인수 부군수)는 '영덕군 원자력산업 육성 및 지원에 관한 조례' 제정을 본격 추진한다고 밝혔다.
이번 조례는 원자력발전소를 단순 발전시설이 아닌 기업·기술·인재가 결합된 종합 산업 기반으로 확장하기 위한 것으로, 원전 유치 이후까지 이어지는 중장기 산업화 전략을 제도적으로 뒷받침하는 데 목적이 있다.
조례안의 핵심은 4년 단위 원자력산업 육성계획 수립이다. 산업 발전 방향과 국내외 여건, 기업 지원, 인공지능(AI) 기반 산업 육성, 인재 양성 및 일자리 창출 등을 포함한 종합 로드맵을 마련해 체계적인 산업 육성을 추진한다는 구상이다.
이를 바탕으로 영덕군은 인력 양성과 일자리 창출, 기업 유치, 기술 개발을 하나의 산업 생태계로 연계하고 산·학·연·관 협력을 강화해 정책 실행력을 높일 계획이다. 특히 향후 원전 유치 시 확보될 약 2조 원 규모의 재정지원금을 활용해 산업단지 조성과 지역 발전 사업을 병행하며 경제 구조 전환을 본격화할 방침이다.
영덕군은 원전 입지 지역이 에너지 공공기관 유치와 연구·산업 기능 집적을 거쳐 첨단 에너지산업 클러스터로 발전해 온 사례에 주목하고, 이를 기반으로 ‘국가 에너지 수도’로 도약한다는 전략을 세우고 있다.
황인수 부군수는 “군의회와 긴밀히 협의해 조례 제정을 차질 없이 추진하고, 원전 유치에 대비한 산업 기반을 선제적으로 준비해 미래 성장동력으로 연결하겠다”고 밝혔다.
한편 영덕군은 지난 3월 27일 한국수력원자력에 신규 원전 후보부지 유치 신청서를 제출했으며, 주민 공론화 과정을 거쳐 높은 수용성을 바탕으로 유치 활동을 이어가고 있다.
신청 대상은 총 2.8GW 규모의 APR1400 2기로, 영덕읍과 축산면 일원 약 324만㎡ 부지에 조성될 예정이다. 해당 지역은 과거 천지원전 예정구역으로 입지 안정성이 검증된 곳이다.
또한 영덕군의회는 지난 2월 ‘신규 원자력발전소 건설 유치 동의안’을 전원 찬성으로 의결한 데 이어, 3월에는 유치 촉구 건의문을 채택하며 사업 추진 의지를 공식화했다.

The Yeongdeok County Task Force for Attracting New Nuclear Power Plants (headed by Vice County Governor Hwang In-su) announced that it is actively pursuing the enactment of the "Ordinance on the Fostering and Support of the Nuclear Industry in Yeongdeok County."
This ordinance aims to expand nuclear power plants from mere power generation facilities into comprehensive industrial foundations that combine businesses, technology, and talent. Its purpose is to provide institutional support for a mid-to-long-term industrialization strategy that extends beyond the successful bid for the plant.
The core of the proposed ordinance is the establishment of a four-year plan to foster the nuclear industry. The plan envisions systematic industrial development by creating a comprehensive roadmap that includes industrial development directions, domestic and international conditions, corporate support, the nurturing of AI-based industries, talent cultivation, and job creation.
Based on this, Yeongdeok County plans to link workforce training, job creation, corporate attraction, and technology development into a single industrial ecosystem, and enhance policy implementation by strengthening cooperation among industry, academia, research institutes, and the government. In particular, the county intends to fully accelerate the transformation of its economic structure by utilizing approximately 2 trillion won in financial support to be secured upon hosting the nuclear power plant, while simultaneously developing industrial complexes and regional development projects.
Yeongdeok County is paying close attention to precedents where nuclear power plant sites have evolved into high-tech energy industry clusters through the attraction of public energy institutions and the concentration of research and industrial functions. Based on this foundation, the county is formulating a strategy to leap forward as the "National Energy Capital."
Vice County Head Hwang In-su stated, "We will proceed with the enactment of ordinances without setbacks through close consultation with the County Council, and we will proactively prepare the industrial infrastructure in anticipation of hosting the nuclear power plant to connect it to future growth engines."
Meanwhile, Yeongdeok County submitted an application to host a new nuclear power plant candidate site to Korea Hydro & Nuclear Power (KHNP) on March 27. Based on high public acceptance achieved through a public deliberation process, the county is continuing its efforts to attract the site. The application targets two APR1400 units with a total capacity of 2.8 GW, which are planned to be constructed on a site of approximately 3.24 million square meters in the Yeongdeok-eup and Chuksan-myeon areas. This region was formerly the planned site for the Cheonji Nuclear Power Plant, and its site stability has been verified.
Furthermore, following the unanimous approval of the "Motion for Consent to Attract the Construction of a New Nuclear Power Plant" last February, the Yeongdeok County Council officially declared its commitment to the project by adopting a resolution urging the attraction of the plant in March.
