고양경제자유구역 예정지 내 투자협력 유치를 위해 이동환 고양특례시장은 6일(현지시각), 싱가포르 경제혁신의 중심지 첨단재제조기술센터(ARTC, Advanced Remanufacturing and Technology Centre)를 방문해 산학연 협력방안과 글로벌 선도기업 투자유치 방안에 대해 논의했다.

이동환 시장은 싱가포르 첨단재제조기술센터(ARTC)를 방문해 센터 내를 둘러보고 데이비드 로우(David Low) 최고경영자 및 왕 차우 쉐어(Dr. Wong Chow Cher)박사 등과 면담을 갖고 투자유치 협력을 요청했다.
데이비드 로우 박사는 싱가포르 통상산업부 산하 과학기술연구청(A*STAR, Agency for Science, Technology and Research) 소속으로 첨단재제조기술센터의 최고경영자를 맡고 있다.

첨단재제조기술센터(ARTC)는 싱가포르 과학기술연구청이 주도해 설립한 연구센터다. 싱가포르의 연구중심 국립대학 난양공과대학교와 협력해 글로벌 다국적기업, 공공기관, 중소기업, 스타트업에 이르는 95개 이상의 회원사로 구성된 멤버십 연합체를 보유하고 있다.
첨단재제조기술센터는 싱가포르 내 연구 인력과 해외 기업을 연결해 혁신을 만들어내는 싱가포르 고유의 개방형 혁신 시스템을 기반으로 한 이른바 ‘트리플 힐릭스(Triple Helix) 모델로 운영된다.
기업이 필요한 기술개발을 요청하면 싱가포르 정부와 현지 대학이 협력해 기술을 공동 개발한다.
기술센터는 산학연 협력 과정에서 개발된 기술이 기업 현장에 직접 적용될 수 있도록 상용화하는 역할을 하고 있다.

이동환 시장은 “고양특례시는 대한민국의 수도 서울과 인접한 인구 108만의 경기북부 최대도시로 편리한 교통·정주 여건과 우수한 인적자원을 갖추고 있다”며 “이러한 조건을 바탕으로 ‘명품자족도시’ 실현을 위해 경제자유구역, 국가첨단전략산업 바이오 특화단지, 기회발전특구 등을 추진 중으로 첨단재제조기술센터의 산학연 협력체계를 통한 혁신방안을 고양시에 적용하고 싶다”고 조언을 구했다.
데이비드 로우 박사는 “우리는 산업 주체, 공공 부문 연구소, 학계가 함께하는 협업 플랫폼을 제공함으로써 첨단 제조 및 재제조 분야의 기술적 격차를 해소하는 역할을 한다”며 “정부는 자체 보유 연구역량을 바탕으로 솔루션을 신속하게 제공하고 기술을 통한 생산성 향상, 생산자의 이익까지 연계될 수 있는 기반 시설을 갖추고 있어 기술협력관계에서 정부의 적극적인 역할이 매우 중요하다”고 강조했다.

이 시장은 “수많은 글로벌 기업들과의 협력관계를 구축하고 있는 첨단재제조기술센터(ARTC)의 회원 기업이 고양시에 들어온다면 고양경제자유구역 또한 최첨단 글로벌 기술도시가 될 것으로 기대한다”며 고양시에 대한 지속적인 지원과 협력을 요청했다.
