이날 착공식에는 주낙영 경주시장을 비롯해 김석기 국회의원, 김영식 국회의원, 산업통산자원부 김규성 원전전략기획관, 경북 원자력대책특별위원회 최덕규 위원장, 이달희 경상북도 경제부지사, 이철우 경주시의회 의장, 황주호 한국수력원자력사장, 권병훈 원자력환경복원연구원 연구원장 및 시민 등 100여 명이 참석했다.
경주시에 따르면 원전 해체기술개발의 전초 기지가 될 이 시설은 경주시를 비롯 경북도, 한국원자력환경복원연구원, 산업부 등 4개 기관이 공동으로 참여한다.
중수로해체기술원은 한국원자력환경복원연구원의 분원으로 중수로해체개발기술 실증 뿐 아니라 해체사업 지원 및 육성을 목표하고 있다.
이날 착공식을 시작으로 2026년 말까지 2만 9487㎡ 부지에 방사화학분석동, Mock-up 시험동, 사무연구동 총 3개의 시설이 들어선다. 완공까지 총 사업비 723억원이 투입된다.
이 사업은 지난 2019년 4월 경주시와 경북도, 한수원이 ‘중수로해체기술원 설립 및 운영을 위한 업무협약’을 체결하면서 본격화됐다.
이후 지난해 원전해체 R&D(원전해체 경쟁력 강화 기술개발사업) 예타 사업 선정으로 사업에 속도가 붙었다.
중수로해체기술원이 완공되면 원전해체 현장과 동일한 환경에서 개발기술을 실검증 시설 및 체계를 구축하는 동시에 원전해체 기술에 요구되는 전문인력 기술지원 및 연구개발·실증 공간이 될 전망이다.
이밖에도 해체 사업 관련 폐기물 분석 인프라 구축 및 분석사업을 통해 해체사업의 안전성 및 신뢰성을 높인다는 계획이다.
또 해외 기관 및 원전해체 수요자를 연계해 원전 해체 생태계에 활력을 제공함은 물론 참여기업의 해외시장 진출 지원 컨설팅도 제공할 예정이다.
주낙영 경주시장은 “중수로해체기술원이 국내에서 안전하고 혁신적인 기술을 통해 에너지 산업에 새로운 흐름을 만들어 가는 것”이라고 강조했다.

According to Gyeongju City, this facility, which will become an outpost for the development of nuclear power plant decommissioning technology, is jointly participated by four organizations, including Gyeongju City, Gyeongbuk Province, Korea Atomic Energy Environment Restoration Institute, and the Ministry of Trade, Industry and Energy.
The Heavy Water Reactor Decommissioning Technology Institute is a branch of the Korea Atomic Energy Environment Restoration Institute and aims to support and foster decommissioning projects as well as demonstrate heavy water reactor decommissioning development technology.
Starting with the groundbreaking ceremony on this day, a total of three facilities - a radiochemical analysis building, a mock-up test building, and an office research building - will be built on a 29,487㎡ site by the end of 2026. A total project cost of 72.3 billion won will be invested until completion.
This project began in earnest in April 2019 when Gyeongju City, Gyeongbuk Province, and Korea Hydro & Nuclear Power signed a ‘Business Agreement for the Establishment and Operation of the Heavy Water Reactor Decommissioning Technology Institute’.
Since then, the project has accelerated with the selection of a preliminary project for nuclear decommissioning R&D (technology development project to strengthen nuclear decommissioning competitiveness) last year.
When the Heavy Water Reactor Decommissioning Technology Institute is completed, it is expected to establish facilities and systems to verify developed technologies in the same environment as the nuclear power plant decommissioning site, while also serving as a space for technical support, research and development, and demonstration of professional manpower required for nuclear power plant decommissioning technology.
In addition, the plan is to increase the safety and reliability of the decommissioning project through the establishment of a waste analysis infrastructure and analysis project related to the decommissioning project.
