고양시는 이번 출장에서 경제자유구역 신청을 앞두고 보스턴 바이오클러스터, 실리콘밸리 등을 방문해 경제자유구역 내 기업유치와 투자수요 확보에 집중했다.
고양시는 2022년 11월 경제자유구역 추가지정 후보지로 선정돼 스마트 모빌리티, 바이오, 문화, 마이스, 반도체 분야 등 5대 핵심전략 육성에 힘쓰고 있다.
올해 상반기 산업부에 경제자유구역 최종지정을 신청할 예정이다.

보스턴 캠브리지혁신센터(CIC) 내 위치한 한국보건산업진흥원 미국지사를 방문해 바이오클러스터 육성전략을 모색했다.
바이오랩스 내 위치한 바이오기업 인제니아 테라퓨틱스에서는 운영현황을 살피며 창업지원과 기업유치 방안을 논의했다.

보스턴 바이오클러스터는 모더나, 화이자 등 주요 글로벌 제약사를 포함해 1,000여개 이상의 바이오기업이 밀집해 미국 바이오산업을 이끌고 있다.
창업보육기관인 캠브리지혁신센터, 바이오기업 전용 공유오피스 바이오랩스, 비영리 바이오 창업지원기관인 랩센트럴이 상징적 시설로 꼽힌다.

경제자유구역 입주 시 외국인투자기업들의 인센티브에 관해 설명하며 기업유치 협력방안에 대해 논의했다.
또 샌프란시스코 실리콘밸리에 소재한 세계 최대 엑셀러레이터(스타트업을 발굴, 지원하는 전문기관) 플러그앤플레이(PNP)를 방문해 글로벌 스타트업 발굴·육성 방안을 모색했다.
고양시는 창업지원을 위해 올해 100억원 규모의 청년창업펀드를 조성하고 벤처기업육성촉진지구 공모에 참여할 계획이다.

풀러턴시는 캘리포니아 주 오렌지 카운티의 유통, 물류, 무역 중심지인 동시에 미국 내에서 높은 평가를 받는 학교들이 밀집해 교육환경이 우수한 학군으로 알려져 있다.

캘리포니아 주의 명문사립고 크린루터란고등학교와는 경제자유구역 내 외국교육기관 설립을 위한 협약을 맺었다.
크린루터란 고등학교는 미국 교육부에서 우수학교에 수여하는 국립 블루리본 스쿨로 선정된 바 있다.
경제자유구역을 유치하게 되면 경제자유구역법 제22조와 외국교육기관법에 따라 국제학교와 글로벌 캠퍼스(외국 대학) 설립이 가능해진다.
