주낙영 경주시장, 우동기 지방시대위원장에 ‘교육발전특구·문화특구’ 건의

【브레이크뉴스 경주】박희경 기자= 주낙영 경주시장이 지난 8일 경주의 한 한식당에서 대통령 직속 지방시대위원회 우동기 위원장을 만나 경주시가 추진 중인 교육발전특구, 문화특구, 기회발전특구 등 지역현안 사업의 긴밀한 협조를 당부했다.

이날 주 시장은 지방시대위원회가 심의·의결할 ‘교육발전특구 시범지역 공모사업’과 관련, 경주시가 경주만의 특화된 교육 개혁안을 발굴하기 위해 가용가능한 모든 행정력을 집중하고 있다고 강조했다.

또한 주낙영 시장은 경주 지역 내 4년제 대학 3곳 등 대학 4곳과 국제통상마이스터고, 디자인고, 보건고 등 다양한 특성화·특목고가 있다는 지역 특성을 잘 살려 향후 본격화 될 문무대왕과학연구소, SMR국가산단, 혁신원자력산업 등 지역 대표 산업과 연계한 ‘경주형 교육모델’을 만들 것이라고 덧붙였다.

교육발전특구 시범지역 지정 지자체는 3년 간 국비를 지원받을 수 있으며 특례를 바탕으로 다양한 교육 개혁이 가능해진다. 시범 특구로 지정되면 최대 100억원 규모의 재정지원금을 지원받을 수 있고, 결격사유가 없다면 3년 후 정식 교육발전특구로 지정될 수 있다.

이에 따라, 현재 경주시는 연구용역을 시행 중이며 교육발전특구 지정을 위한 기본계획 및 추진방안 수립하고 오는 5월로 예정된 정부의 2차 공모에 신청서를 제출할 계획이다.

한편 주낙영 시장은 지난해 아쉽게 탈락한 문화특구 공모 사업과 관련해 “지방시대위원회와 문화체육관광부가 공동으로 추진하는 대한민국 문화도시 ‘대한민국 문화도시’로 지칭되는 문화특구 지정은 앞으로도 확대되어야 한다”며 “경주는 대한민국을 대표하는 도시인 만큼, 문화특구로 지정될 당위성과 명분이 충분하다”고 재차 강조했다.

이에 우동기 위원장은 “정부의 지방시대 성공을 위해서는 지역이 주도하는 교육·문화개혁이 필요하다는 것에 공감한다”며 “경주만의 특화된 교육개혁안과 문화도시안을 제시해 줄 것”을 주문했다.
