이날 협약식은 울진군(군수 손병복), 한국수력원자력(주)(건설사업 본부장 최일경), 현대컨소시엄{현대건설(주)(전무 최영), 두산에너빌리티(주)(전무 최진영), (주)포스코이앤씨(전무 이철무)가 참여한 가운데 진행됐다.
신한울 3·4호기건설 사업에 대한 지역상생 협력을 위하여 사업시행자, 주 설비 공사 시공사가 상호 협력과 지원으로 지역 상생에 기여하기로 뜻을 모았다.
주요 협력 내용은 일자리 창출을 위한 공동 노력, 기능인력 양성 및 취업 지원, 지역업체 건설공사 참여 확대, 적기 건설을 위한 행정적 지원등이다.
울진군은 2017년 탈원전 정책으로 신한울 3·4호기 건설 계획이 중단됨에 따라 고용난과 인구감소, 급격한 지역 경제 하락 등의 어려움에 처해 있었다.
이에 행정과 군민들이 한마음으로 건설 재개에 대한 노력을 이어온 결과, ‘새정부 120대 국정과제 반영’,‘새정부 에너지 정책 방향 반영’을 통해 신한울 3·4호기 건설이 재개됐다.
신한울 3·4호기 건설은 2023년부터 2033년까지 경북 140만KW(킬로와트)급 원전 2기를 짓는 사업으로 지난해 전원개발사업 실시계획 승인이 되어 부지정지공사 사업을 추진하고 있다.
이번 사업은 계획부터 준공까지 10년 이상 소요되는 대형 프로젝트로 연인원 약 700만 명이 투입될 예정이며, 임금의 상당 부분이 지역으로 유입되고, 지역업체 공사 참여 및 지역주민 고용 등으로 울진군 발전과 경제활성화에도 크게 이바지할 것으로 기대된다.
군은 이번 협약을 통해 지역업체가 공사에 참여할 수 있도록 발주 예정 공종을 선별하고 상생협의체를 구성하여,지역업체 참여 현황과자재, 장비 및 인력 등의 사용 현황을 분기별로 점검 및 정례회의를 진행할 계획이다.
손병복 울진군수는 “신한울 3.4호기 건설은 군민들과 희생과 노력으로 만들어진 결과물인 만큼 경제 활성화와 더불어 군민들에게 도움이 될 수 있도록 노력해가겠다”라며 “협약 이후에도 사업시행자, 시공사 측과 끊임없이 소통하여 지역상생의 길을 모색해 가겠다”라고 밝혔다.
한편 울진군은 신한울 3.4호기 건설이 지역에 실질적인 도움이 될 수 있도록 다양한 방안을 모색해왔다.
지난 5월부터 지역상생TF 1인 팀장제를 운영하여 건설 인력의 주거 공간 확보 등외부에서 유입된 건설인력이 지역 경제 활성화에도 도움이 되도록 업무를 추진하고 있다.
