서방의 러시아에 대해 과도한 견제는 오래되었다. 미하일 고르바초프의 글라스노스뜨에 이은 뻬레스뜨로이까 정책의 실패로 인해 소련이 붕괴되는 결말을 맞이했고 세계 G2를 형성하고 양대세력 간의 냉전체제는 막을 내렸다. 전 세계가 소련이 붕괴되고 서방 세계는 승리의 축배를 들고 있을 때 러시아는 잃은게 너무 많았다. 초강대국 미국과 맞섰던 또 다른 초강대국 소련의 붕괴로 인한 자존심의 상처, 그리고 분할되어 떨어져 나간 영토들, 아프리카 빈국 수준으로 처참하게 붕괴되어 버린 경제, 내부 문제를 종합적으로 수습하기 어려운 무법천지의 혼란한 사회 등, 한 때 초강대국이었던 국가가 나락으로 떨어진 것은 순식간이었고 러시아는 최강의 국가에서 가장 많은 조롱거리인 국가로 전락했다.
90년대 사경을 헤메던 러시아를 우습게 여긴 유럽과 미국은 러시아로부터 각종 이권들을 탈취해갔다. 종이호랑이가 되어 버린 러시아는 전 세계 어느 국가든 그들의 일원이 되지 못했고 유럽과 미국 또한 러시아를 EU나 나토로 끌어들이지 않았다. 그렇게 힘이 약해져 있었던 러시아는 위협적이지는 않았지만 웃음거리로 전락되었기 때문에 전 세계가 자기들 그룹에 끼워주길 거부하면서 조리 돌림을 시전했다. 당시 90년대 러시아의 부모님들은 빵 한 조각이라도 얻기 위해 추운 러시아의 겨울 눈보라 다 맞아가며 작은 가게인 마가진(Магазин) 앞에 줄서고 있었고 소비에트 세대로 통하는 아버지들은 기업들이 대부분 도산해버렸기 때문에 일용직 일자리를 찾아 직업 소개소 앞에 줄서고 기다렸다. 소비에트 세대의 어머니들 중 많은 여성들은 외국인 남자 관광객들 상대로 인터걸 아르바이트를 하며 몸 바처 현 러시아 세대들을 키워냈다.
당시 러시아 여성하면 섹스를 즐기는 싸구려 여성으로 인식되었고 한국에서도 백마를 타려는 러시아촌에 가야 한다는 말이 나돌았을 정도였다. 그런 러시아를 구해낸 인물이 바로 푸틴이다. 푸틴이 집권하면서 러시아는 연 6%가 넘는 고성장을 이뤄냈다. 물론 고유가에 힘입긴 했지만 외환보유액이 중국, 일본에 이어 세계 3위를 기록하는 등 무너졌던 경제를 살리고 다시 러시아를 군사대국으로 일구면서 러시아인들의 자존심을 되살렸다. 그러자 그동안 러시아를 우습게 봤던 유럽과 미국은 다시 러시아를 견제해오기 시작했다. 러시아가 제2차 체첸전쟁, 남오세티아 전쟁에서 승리하자 러시아를 잠재적인 소련과 같은 국가로 인식하기 시작한 것이다. 이 때부터 유럽은 러시아에 대해 제재를 가하기 시작한다. 제2차 체첸 전쟁은 엄연히 러시아 땅에서 벌어진 내전이었고 남오세티아 전쟁은 조지아가 러시아를 침공하여 공격을 감행하면서 벌어진 전쟁이었다.
그럼에도 EU와 미국은 그와 같은 러시아의 사정에는 아랑곳 하지 않고 러시아를 침략한 조지아나 독립 분쟁을 조장한 체첸 반군을 지지지하고 지원했다. 베슬란의 학교에서 아이들을 잡고 인질로 삼아 테러를 저질렀음에도 EU와 미국은 이 테러집단을 지지했고 남오세티아 전쟁에서 EU와 미국이 러시아에 대한 행동들을 지켜본 러시아인들은 EU와 미국이 러시아를 말살하려는 자들이라는 것을 깨닫게 된다. 그리고 러시아가 국익, 국운을 떨치고 있는 모든 부분에서 차별과 제재를 가하기 시작했다. 그에 대한 가장 두드러지게 나타난 차별과 제재는 스포츠 분야이다. 여러분들은 러시아 국가대표 선수들이 금지 약물 복용 혐의로 제재를 받거나 메달이 취소되었다는 소식을 심심치 않게 들을 수 있다.

일부에서는 우크라이나가 러시아의 출전을 막았다고 하는데 팔레스타인도 이스라엘과 전쟁을 벌이고 있어도 이스라엘의 올림픽을 출전을 막은 바 없고 이 같은 내용을 IOC에 요청한 바도 없다. 그런 판국에 우크라이나의 이와 같은 요구를 받아들인 것 자체가 올림픽이 순수한 스포츠 정신을 버리고 정치적인 네러티브를 받아들였다고 볼 수밖에 없다. IOC는 1, 2차에 걸쳐 이번 올림픽에 나올 수 있는 러시아와 벨라루스 선수들 명단을 발표했다. 그러나 러시아 유도협회는 IOC가 제안한 모욕적인 조건을 수용하지 않겠다면서 이번 올림픽에 참가하지 않기로 했다고 밝혔다. 러시아의 대표적인 사이클 선수로 꼽히는 알렉산드르 블라소프와 레슬링의 베로니카 쿠미코바도 파리 올림픽 참가 자격을 획득했지만 출전을 거절했다. 그리고 파리 올림픽에 개인 중립 자격으로 출전하는 러시아와 벨라루스 선수들의 개막식 행진 참여를 불허하기로 했다. 이러한 대우에 반발해 러시아-벨라루스는 15명 만이 출전했다.
