박승원 광명시장이 지역을 살리고 시민의 지속 가능한 삶을 실현하기 위해 지역공동체 자산구축을 추진하겠다는 뜻을 밝혔다.
7일 광명시 평생학습원에서 열린 중간 보고회에서 박 시장은 “광명시 자산이 외부로 유출되지 않고 지역 내에서 소비될 수 있는 구조를 마련하고, 실현 방안을 제시해서 주민 참여로 지역 순환 경제가 이뤄지도록 해야 한다”고 강조했다.
지난 8월에 착수해 올해 12월까지 진행되는 이번 연구용역은, 사회적경제 경쟁력을 확보하고 자족도시 광명을 이루기 위해 지역공동체 자산구축을 위한 정책 방향과 전략을 마련하기 위한 것이다.
‘지역공동체 자산구축(Community Wealth Building, CWB)’은 이러한 관점에서 지역사회의 부를 증대하고 다시 지역경제로 흘러 들어가 선순환하는 로컬 경제전략을 말한다.
광명시는 연구용역에서 지속 가능한 지역경제와 주민 삶의 질 향상을 위한 광명형 CWB모델 탐색을 통해 ‘인구감소’와 ‘고령화’, ‘지방소멸’ 위기에 대응한 대안적 지역경제순환 전략을 수립하고자 한다.

용역을 맡은 인천대학교 경제학과 양준호 교수 연구팀은 ▲광명형 CWB모델 구축 방안 ▲광명형 지역 착근 대안 금융 모델 제안 ▲지역 금융 협력 모델 운영 사례 ▲앵커 기관의 지역 재투자 정책 및 전략 등 연구 내용을 공유하고 ‘광명형 지역공동체 부 구축 모델’을 제안했다.
이에, 중간보고회 참석자들은 용역 주체에게 광명시에 맞는 ‘광명형 CWB 모델을 더 구체적으로 설계하고 시민이 공감하고 참여 가능한 방법에 대한 전략 마련이 필요하다고 의견을 모았다.
특히 박 시장은 “광명시의 경제 상황이 개선되고 있으며, 특히 역세권 개발과 테크노밸리 조성으로 이후 성장 가능성이 높다”며 “지역 자산화 전략과 구체적인 실현 방안을 담아야 할 것”이라고 주문했다.
시는 12월 완료되는 용역 결과를 바탕으로 광명형 모델을 만들고, 조례 제정 등 제도적 기반을 갖춘 후 지역 자산화 정책을 본격적으로 추진할 방침이다.
