브레이크뉴스 정민우 기자= 강원랜드가 도박중독 관리 산하전문기관인 ‘ 마음채움센터(KLACC)’ 센터장에 관련 경력 및 전문성이 전혀 없는 내부 직원을 임명한 것으로 드러났다.
정진욱 더불어민주당 의원이 강원랜드로부터 제출받은 자료에 따르면 강원랜드는 올해 2월 1억400만 원의 연봉을 받는 ‘마음채움센터장’에 도박중독 예방은 물론, 치유 관련 경력이 전혀 없는 A씨를 임명했다.
‘마음채움센터’는 ‘강원랜드중독관리센터’의 후신으로 도박중독 예방과 치유지원, 중독문제 연구를 수행하는 도박중독 관리 전문기관이다.
강원랜드는 2018년 10월부터 2023년 8월까지 5년간 개방형 직위로 공개채용 대상인 ‘마음채움센터장’을 △관련 분야 10년 이상 재직 △관련 분야 박사학위 소지 후 관련 분야 7년 이상 재직 △강원랜드 직원의 경우 2급(부장) 이상인 직원으로 관련 분야 5년 이상 재직 등의 자격요건을 갖춘 사람을 채용해 왔다.
실제, 강원랜드가 2021년 공개채용 절차를 거쳐 임명한 前 센터장 B 씨는 임상심리학 박사 출신으로 OO대학 중독재활복지학과 교수와 한국도박문제관리센터 치유재활부장 등을 역임한 도박중독 관리 전문가였다.

이에 대해 정 의원은 “현 센터장은 당시 채용기준을 적용할 경우 당연히 부적격 인사”라며 “도박중독문제가 여전히 근절되지 않고 있는 상황에서 강원랜드가 도박중독 관리 전문가 자리는 없애고, 새로 채우겠다는 자리마저 적임자를 찾지 못해 폐지하는 등 도박중독 예방 의지와 능력이 있기는 한 것인지 묻지 않을 수 없다”고 질타했다.
한편 , 강원랜드 ‘마음채움센터’의 중독예방치유사업비 예산은 2020 년 54억 원에서 올해 37억 원으로 감소했다. 반면, 센터를 찾은 상담자는 같은 기간 1116 명에서 4266 명으로 4배 가량 증가했다.
정 의원은 “상담 수요는 대폭 늘었는데 관련 예산을 줄이고, 전문 상담가는 단 12명만 둔 강원랜드의 조치는 이해할 수 없다”며 “도박중독 관리의 컨트롤타워인 마음채움센터장을 전문가가 올 수 있는 개방형 직위로 복원해 안정적으로 중독 예방·치유 활동에 전념할 수 있는 체계를 구축해야 한다” 고 강조했다
