[브레이크뉴스=양영석 기자] 김해시는 도시 대전환과 글로컬시티 김해 도약을 뒷받침하기 위한 행정조직 재구조화 작업을 마무리하고 2025년 1월 1일자로 조직 개편을 단행한다고 10일 밝혔다.
올 한해 자체 조직진단과 전 부서 팀장 회의 등 내부 절차와 시의회 동의를 거쳐 1차적으로 지난 7월 △지방소멸 대응을 위한 인구청년정책관 신설 △세계유산 도시 기능 강화를 위한 문화관광 조직 정비 △조직 효율성 강화를 위한 기획조정실, 행정국, 경제국의 재편과 인재육성사업소의 교육체육국 전환 등 내적 역량 강화 목적의 조직 정비를 했다.
시는 공원녹지사업소 신설을 주요 골자로 하는 이번 2차 개편으로 도시 대전환을 위한 행정조직 구조 개편을 일단락 짓는다.
이번 조직 개편은 공원녹지사업소 신설 외에 전국체전 성료에 따라 전국체전추진단 폐지, 김해시립김영원미술관 개관 준비를 위한 시립미술관추진단 신설이 포함됐다.
공원녹지사업소는 도시개발, 산업단지개발 사업 등으로 인한 공원, 녹지 등 녹색도시 인프라가 지속적으로 증가함에 따라 이를 효율적으로 관리하기 위해 농업기술센터와 장유출장소에 있던 관련 조직을 통합해 만들어진다.
기존 공원녹지과와 장유출장소 생활지원과 장유공원관리팀, 장유녹지관리팀이 공원과와 녹지과로 이관되며 산림과도 함께 이관해 3과 체제로 운영된다.
사업소 신설로 농촌진흥기구인 농업기술센터 성격에 맞지 않는 공원녹지과와 산림과 편제를 해소하고 도시 녹지공간 담당 조직을 체계화함으로써 전문성 강화가 기대된다.
또 전국체전 때 특별전을 선보인 김해시립김영원미술관의 정식 개관 준비를 위해 문화예술과 소속 시립미술관팀을 과 단위 시립미술관추진단으로 확대 신설한다.
추진단은 존속기한이 3년인 한시기구로 미술관 증축과 미술관 운영 계획 수립, 프로그램 개발 등을 담당한다.
이밖에도 하위 직급 공무원의 사기 진작을 위해 직급별 정원 비율을 조정해 7급, 8급 비율 한도를 상향, MZ세대 공무원들의 승진 기회 확대로 공직 이탈 예방 효과가 기대된다.
홍태용 시장은 “이번 조직 개편으로 도시 대전환을 위한 행정조직의 큰 틀이 완성된다”며 “공원녹지사업소가 신설되는 만큼 도시 녹지공간을 더욱 업그레이드하고 김해시립김영원미술관 개관도 차질없이 준비해 우리 김해시를 명실상부한 글로컬시티로 나아갈 수 있게 하겠다”고 말했다.
