바이든의 차남 '헌터 바이든의 우크라이나 스캔들'이 수면 위로 올라오고 있다. 젤렌스키와 트럼프의 회담에서 막판에 결국 2019년 헌터 바이든 이야기가 언급되었다. 따라서 나는 2년 전에 이를 포스팅한 바 있었지만 이 이야기가 재언급 되고 있는 것을 파악하고 사건에 대한 재구성을 해보고자 한다.
당시 조 바이든 미국 대통령의 차남 '헌터 바이든 스캔들'을 겨냥한 미국 공화당 측 하원이 미국 바이든 행정부와 민주당을 압박하기 시작했다. 이러한 소식을 감지한 우크라이나 정치권은 미국 정가의 움직임들을 관찰하며 숨을 죽이고 있는 실정이다. 자칫하여 바이든이 핀치에 몰릴 경우, 우크라이나 정계에 대한 타격이 심대해질 것임을 우려해서이다. 미국 하원 감독위원회는 공화당의 주도로 차남 헌터 바이든에게 12월 13일 조 이든에 대한 탄핵 조사의 증인으로 출석하라고 통보했다. 공화당 측은 헌터 바이든이 우크라이나의 가스 회사인 부리스마 홀딩스에 재직시(2014~2019)에 취한 갖은 부당 이득과 우크라이나 정계와 연계된 부패 정황, 또한 이러한 부정부패에 대한 검찰 조사를 막기 위해 아버지 조 바이든 당시 부통령이 우크라이나 정계에 개입한 정황 등 소위 '헌터 바이든의 우크라이나 스캔들'을 재점화하여 바이든 대통령의 재선 전략에 타격을 가하겠다는 의도가 다분하다.
스캔들이 발생한 우크라이나에서는 '헌터 바이든 스캔들'의 폭로와 관련하여 이 사건에 연루된 알렉산드르 두빈스키(Александр Дубинский) 최고 라다 의원이 2023년 11월 14일 우크라이나 대국가 반역 혐의로 2개월 동안 구속이 확정되었다. 스트라나.ua에서는 14일, 우크라이나 법원이 두빈스키 의원을 2개월간 구속하는 것으로 판결했다면서 러시아 정보 기관 FSB의 요청에 따라 페트로 포로셴코 전 대통령과 조 바이든 당시 부통령 간의 2014년 대화 내용을 폭로한 안드레이 데르카치(Андрей Деркачи) 전 의원의 폭로 범죄에 가담했다는 혐의를 받고 있다고 했다. 두빈스키 최고 의원은 젤렌스키와 안드레이 예르막(Андрей Ермак) 대통령 실장을 비판한 자신을 보복하기 위하여 예르막과 젤렌스키가 합의하여 사건을 조작했다며 강력하게 반발했다.
그러나 두빈스키는 유죄가 확정될 경우, 전 재산 몰수와 더불어 최대 징역 15년에 처해졌고 지금도 복역 중이다. 스트라나.ua에 의하면 차남 헌터 바이든과 두빈스키 의원이 엮인 정황은 아래 내용과 같다.
헌터 바이든의 스캔들은 친러시아 성향의 빅토르 야누코비치 대통령이 2014년 2월 유로 마이단 폭동으로 탄핵되어 추방된 지난 2014년으로 거슬러 올라간다. 야누코비치 정권에서 장관을 역임했던 니콜라이 즐로체프스키(Николай Злочевский)가 소유한 민영 가스회사 '부리스마 홀딩스(Burisma Holdings)'는 조 바이든 당시 미국 부통령의 차남 헌터 바이든을 갑자기 임원으로 데려왔다. 이에 대해 당연히 언론은 즐로체프스키가 전 정권인 빅토르 야누코비치 시절의 부정 부패에 대한 수사를 무마시키기 위해 미국 부통령의 아들을 특별히 데려왔다는 의혹을 제기했다. 이에 빅토르 쇼킨(Виктор Шокин) 당시 검찰총장도 이를 사실상 확인하면서 수사는 급물살을 탔다. 그러나 쇼킨 총장은 2016년 3월 전격 해임됐다. 그는 바이든 부통령의 지시에 의해 해임되었다며 분노했지만 이는 의도적으로 언론에 의해 취재되지 않았다.
그러나 그로부터 7년이 지난, 현재 조 바이든의 레임덕이 진척되는 상황에서 빅토르 쇼킨 당시 검찰총장이 재주목을 받기 시작했다. 실제로 부리스마 홀딩스의 임원으로 재직(2014~2019년) 중이던 헌터 바이든은 아버지 조 바이든 부통령과 부리스마 홀딩스의 인사와의 만남을 주선했다. 그리고 아버지에게 우크라이나 검찰에 대한 영향력 행사를 요청했다는 이메일 등이 보내져 우크라이나 사법 체계에 미 정부가 개입한 것이 아니냐는 의혹이 불거졌다. 미국 타블로이드판 뉴욕 포스트의 기사에 의하면 2020년 10월, 우연히 발견되었던 부리스마 홀딩스 관련 이메일들을 근거로 하여 바이든 당시 부통령이 페트로 포로셴코 우크라이나 대통령에게 10억 달러의 대출을 미끼로 하여 부리스마 홀딩스에 대한 수사에 나섰던 쇼킨 검찰총장을 해임하도록 압박했다고 주장했다.
이같은 사실이 밝혀지면 이는 명백히 미국 행정부가 우크라이나 정치, 사법계의 내정에 간섭했다는 것이 된다. 러시아가 우크라이나를 먹으려고 한게 현 전쟁이 아니라 우크라이나의 가스를 합법으로 가정하여 훔치기 위해 불법 페이퍼 컴퍼니를 만들어 부당 이득을 취했고 남의 나라 내정에 간섭하고 침탈하면서 우크라이나 자체를 미국이 먹으려 했다는 뜻이 된다. 2014, 2015년에 발생한 이 부리스마 홀딩스 로비 스캔들이 다시 주목을 받게 된 것은, 트럼프 대통령이 2019년 8월 젤렌스키 신임 우크라이나 대통령에게 바이든 부자의 의혹에 대해 철저하게 조사할 것을 촉구하면서부터 시작되었다. 당시 의회를 장악하고 있던 민주당은 이를 트럼프 대통령이 대선 경쟁자인 바이든 후보 부자에 대한 표적 수사를 시도한 것이라 주장하며 탄핵을 추진했다. 헌터 스캔들이 정치적으로 트럼프 전 대통령의 우크라이나 게이트로 넘어간 것이다.
그리고 다시 2024년 대선에서 트럼프와 바이든의 재대결 성사 가능성이 높아지면서, 헌터 스캔들은 공화당 측에 의해 바이든 대통령에 대한 주요 공격 목표로 등장했다. 당시 빅토르 쇼킨이 해임되고 난 후, 유리 루첸코가 새 검찰총장이 되어 부리스마에 대한 수사를 재개했지만 그 또한 어째서인지 갑자기 해임되었다. 쇼킨에 이어 루첸코에 대해서도 바이든 측이 해임 압박을 가한 것으로 여겨질 수 있는 대목이다. 그리고 공교롭게도 우크라이나에서는 엊그제 두빈스키 의원이 전격 구속됐다. 두빈스키 의원에게 적용된 혐의는 포로셴코 대통령과 조 바이든 당시 부통령 간의 대화 내용을 폭로한 데르카치 전 의원의 녹취 범죄에 가담했다는 것이다. 그런데 데르카치 전 의원은 직접적으로 녹취 범죄를 했다고 할지라도 두빈스키의 의원이 이에 가담했다 하여 현직 최고 의원에게 기소가 받아들여진게 의아스러운 부분이다. 충분히 불기소 처분 할 수 있는데 유독 엄격하게 이를 처리한 이유가 무엇일까?
두빈스키 의원이 포로셴코-바이든 대화 내용을 공개하는데 정말로 관여했을지도 의문이다. 물론 포로셴코-바이든 간의 대화 내용은 2020년 미국 대선 초기에 헌터 스캔들의 결정적 증거인 '스모킹 건'으로 작용하기도 했다. 2019~2020년 당시 우크라이나 정계를 보자면 2019년 5월 취임한 젤렌스키가 트럼프 당시 미국 대통령으로부터 헌터 바이든 스캔들을 수사해 달라는 강한 압박을 받았었다. 젤렌스키의 측근에 의하면 이 사건에 대해 2개의 파로 갈라졌다 한다. 젤렌스키의 일명 킹 메이커로 알려진 '올리가르히' 이고리 콜로모이스키와 그와 가까운 데르카치 전 의원, 두빈스키 의원 등은 적극 수사를 해야 한다고 주장했고 쇼킨 검찰총장의 후임인 루슬란 랴보샤프카(Руслан Рябошавка)와 알렉산드르 다닐류크(Александр Данлюк) 국가 안보국방위원회 서기는 이 수사에 반대했다. 이에 젤렌스키는 상당히 고민을 했었던 것으로 보인다.
이에 따라 젤렌스키는 중립을 선택했고, 미국 하원은 2019년 9월 트럼프 대통령에 대한 탄핵 절차를 시작했다. 미국 대선이 한창 진행 중이던 2020년 5월과 여름, 데르카치 전 의원은 포로셴코 대통령과 바이든 부통령, 포로셴코 대통령과 푸틴 대통령 간의 대화를 담은 녹취 테이프를 각각 공개하면서 폭로했다. 젤렌스키의 측근 두 그룹 간의 권력 투쟁이 치열한 상황이었지만, 우크라이나 내 사법 당국은 데르카치 전의원의 폭로 조치에 대해 어떠한 조치도 취하지 않았다. 이는 이고리 콜로모이스키 측과 인민의 종 대표였던 알렉세이 아레스토비치, 페트로 포로센코나 율리아 티모셴코 측의 알력 다툼이 심했기 때문에 이는 관심 밖의 사항이었기 때문니다. 그런데 당시 오히려 집권 여당인 '인민의 종'은 이를 계기로 포로셴코 전 대통령의 과거 실정들을 조사할 '조사위원회'를 만들자고 하면서 부리스마 홀딩스 건은 고의로 밀어내는 모습을 보였다.
그러나 별로 중요하지 않았던 그 기류가 바뀐 것은 미국이 그 해 9월 데르카치 전 의원에 대해 대선 방해 혐의로 제재를 가하면서부터 시작되었고 이와 동시에 프로셴코 전 대통령에 대한 과거 조사위원회 창설안도 폐기되었다. 2020년 11월 조 바이든 후보가 대선에서 승리하자, 우크라이나의 선택은 보다 확실해졌다. 미국은 2021년 초 헌터 바이든 스캔들에 대한 수사를 지지했던 이고리 콜로모이스키와 두빈스키 의원에 대해서도 제재 조치를 취하게 된다. 급기야 두빈스키 의원은 '인민의 종'에서 축출되었고, 콜로모이스키의 영향력도 점차 사그라들었다. 같은 해 8월, 포로셴코-바이든 대화를 폭로한 데르카치 전의원에 대한 압박은 더욱 심해졌고, 러시아-우크라이나 전쟁이 시작되자 국가 반역죄로 형사 소송이 시작되었다. 해외로 도피한 데르카치 전 의원은 인터폴 수배자 명단에 오르기도 했다.
조 바이든 대통령과 관련된 데르카치의 모든 활동은 러시아 정보기관인 FSB의 지시를 받고 이루어진 것으로 터무니없이 바뀌었다. 지난 9월에는 콜로모이스키가 구속됐고, 두 달이 채 지나지 않아 두빈스키 의원 또한 구속을 면치 못했다. 데르카치 전 의원과 두빈스키 의원이 정말로 러시아FSB와 공조해서 일했는지 증거도 없고 전혀 알 수 없는 사항이다. 유일하게 법정에 공개된 증거는 궐석 기소된 데르카치 전 의원의 보좌관인 이고르 콜레스니코프(Игорь Колесников)의 증언 밖에 없는 상황이다. 두빈스키 의원도 항소심에서 이러한 주장을 인용해 언급했다. 이 사건 자체는 국가 반역죄인지, 미국에 대한 괘씸죄인지 알 수 없다. 루슬란 랴보샤프카 검찰총장의 주도 하에, 과거 수사의 적절성에 대해 재검토한 결과, 우크라이나 검찰은 헌터 바이든이 해당 사건에 연루된 어떠한 증거도 찾지 못하였다고 2020년에 결론내렸지만 이미 사건의 증거는 5년이라는 시간동안 모두 인멸된 상태였다.
부리스마 그룹은 우크라이나의 3대 독립 가스 생산업체 중 하나로 본사는 키프로스에 있고 흑해 연안 지역과 우크라이나 영내의 석유와 가스를 직접 채굴하는 회사로 2002년 니꼴라이 즐로체브스끼(Николай Злочевский)에 의해 설립되었다. 이 회사는 12개의 계열사를 거느리고 2014년에는 동유럽에도 가장 큰 가스 생산 회사를 설립해 각각의 독립이사들을 이사회에 초대해 동유럽 최대의 기업으로 성장시키려 했다. 폴란드 전 대통령인 알렉산드르 크바시넵스끼, 전 CIA 테러방지센터 소장인 조셉 카펠 블렉, 카리나 즐로체브스끼를 이사회의 이사로 끌어들였다. 그리고 유태인 금융 자산가인 엘런 엡터(Alan Apter)를 회장으로 앉혔다. 1995~2005년까지 10년을 재임한 폴란드 전 대통령과 CIA 테러방지센터 소장, 그리고 유태인 금융자산가의 조합이라는 것은 미국 정부나 딥스테이트의 거대한 커넥션이 없다면 절대로 이어질 수 없는 수상한 조합이다.
게다가 2004년 폴란드 전 대통령인 알렉산드르 크바시넵스끼는 우크라이나에서 빅토르 유센코가 빅토르 야누코비치에 선거에서 몰릴 때 유센코의 배후를 봐주면서 야누코비치의 부정선거를 규탄해 실각시키는데 결정적인 역할을 도운 인물이다. 그리고 대통령 임기가 끝나고 나서 미국 조지타운 대학교의 방문 외교 장학생으로까지 갔다. 한 마디로 미국과 절대적인 유착이 있었던 자였던 것이다. 이러면 소위 우크라이나에서 말하는 "오렌지 혁명"이 과연 우크라이나 국민들에 있어 순수한 "민주화의 염원"이었을까 싶다. 친러계인 빅토르 야누코비치를 부정선거로 몰아 낙선시키고 알게 모르게 유센코에게 미국의 로비가 흘러 들어갔을 개연성은 충분히 있다. 이거만 파내도 미국 정치계와 우크라이나 정경계 모두 사법상 특검의 대상이 된다.
지금 생각해보면 혹시 이 헌터 바이든 스캔들과 부리스마 홀딩스 그룹에 EU 또한 연루되어 있지 않는가에 대해 합리적으로 의심을 할 수 있다. 그렇지 않고서는 EU가 목숨 걸고 우크라이나를 도와야 할 이유가 없기 때문이다. 그리고 러시아가 EU 국가를 침공하지 않을 것이라는 것은 EU 국가들 스스로가 더 잘 알고 있다. 그런데도 미국이 포기하는 마당에 EU가 우크라이나를 끝까지 돕겠다는 이유가, 혹시 우크라이나에 EU 국가들에게 있어 밝혀져서는 안 되는 중요한 무언가가 있는 것이 아닐까 하는 생각이 든다. 우크라이나가 무너져 가고 있는 것을 EU가 모를리 없다. 그리고 미국이 여기에서 발을 뺄 모양새를 보이고 있다. 미국이 빠지면 EU와 우크라이나는 매우 불리한 상황에 직면하게 된다. 그걸 각오해서라도 EU가 우크라이나를 지켜야 할 확실한 이유가 뭘까?

It brought in former Polish President Aleksandr Kwasynevsky, former CIA Counter-Terrorism Center Director Joseph Kapel Blek, and Karina Zlochevskiy as board members. And it appointed Jewish financier Alan Apter as chairman. The combination of a former Polish president who served for 10 years from 1995 to 2005, the head of the CIA Counter-Terrorism Center, and a Jewish financier is a suspicious combination that could never have continued without the massive connections of the US government or the deep state.
In addition, in 2004, former Polish president Aleksandr Kwasynevsky was a person who played a decisive role in helping to bring down Viktor Yushchenko by supporting him behind the scenes when he lost to Viktor Yanukovych in the Ukraine election, denouncing Yanukovych’s election fraud. After his term as president ended, he even went to Georgetown University in the US as a visiting diplomacy scholarship student. In short, he was someone who had absolute collusion with the US. This makes one wonder if the so-called “Orange Revolution” in Ukraine was really a pure “desire for democratization” for the Ukrainian people. It is quite possible that he caused Viktor Yanukovych, a pro-Russian, to lose the election by accusing him of election fraud and that US lobbying flowed into Yushchenko, knowingly or unknowingly. If we dig up just this, both the US political circles and the Ukrainian political and economic circles will be subject to special investigation under the law.
Now that I think about it, it is reasonable to suspect that the EU is also involved in this Hunter Biden scandal and Burisma Holdings Group. Otherwise, there would be no reason for the EU to risk its life to help Ukraine. And the EU countries themselves know better than anyone that Russia will not invade EU countries. However, the reason why the EU is helping Ukraine to the end when the US is giving up is because there is something important in Ukraine that should not be revealed to the EU countries. The EU cannot be unaware that Ukraine is collapsing. And the US is showing signs of backing out. If the US leaves, the EU and Ukraine will face a very disadvantageous situation. What is the clear reason why the EU should protect Ukraine even at that risk?
