이번 포럼은 신안·옹진·울릉군, 신정훈 행정안전위원장,서삼석, 배준영, 이상휘 의원실이 공동으로 주최하고 지방자치연구소와 한국행정연구원이 주관해 섬 지역에 특화된 지방자치제도를 활성화하기 위해 마련됐다.
신안·옹진·울릉 3군(郡)은 지난 2024년부터 섬 지역의 지리적, 역사적 특수성에 부합하는 자치제도가 필요하다는 데 합의하고, 새로운 자치행정모델을 위한 공동연구를 추진했다.
3군의 연구과제를 수탁한 한국행정연구원은 섬 지역 자치행정모델과 특별법안 연구를 지난해부터 이어오고 있다.
최환용 한국법제연구원 선임연구위원이 '섬 지역특별기초자치 특별법(안)', '특별자치군의 설치 및 규제특례도서의 개발 등에 관한 법률(안)'을 발표했다.
