이 대표는 이날 오전 국회에서 열린 최고위원회의에서 “민주주의를 발전시키는 것도 중요하지만, 지금 당장은 민주주의의 파괴를 막는 것이 훨씬 더 긴급하고 중요하다”며 거부 의사를 분명히 했다.
이 대표는 이어 “개헌해야죠. 그런데 국민투표법 장애물이 있다”며, “현재 국민투표법상으로 사전투표가 허용되지 않기 때문에 (대선과) 동시에 개헌을 하려면 개헌안에 대해 본 투표만 할 수 있고 사전투표장에서는 (개헌 국민투표를) 할 수 없어, 과반수가 안 될 가능성이 높다”고 말했다.
