[브레이크뉴스=배종태 기자] 부산광역시의회는 제328회 임시회를 열고 21일~ 5월 1일까지 11일 동안 진행한다
시의회는 이번 임시회에서 조례안 39건, 동의안 10건, 의견청취안 4건, 규칙안 1건 등 모두 54건의 안건을 처리할 예정이다.
21일(월) 제1차 본회의를 열고, 12명의 의원이 5분 자유발언에 나섰다. 박중묵(기획재경위) 시의원은 5분 자유발언을 통해 '헌법정신과 괴리된 ‘교육감 선거제도’, 애먼 우리 학생들의 피해로!'를 주제로 "헌법에 규정된 ‘교육의 정치적 중립’에도 불구하고 이번 ‘4.2 부산시교육감 재선거’는 탄핵정국과 맞물려 극도의 정치색과 정책논의의 실종 속에서 철저히 유권자의 외면을 받았다"라며 "22.8%라는 극히 저조한 투표율을 기록함. 이에, ‘헌법정신과 괴리된’, ‘대표성도 없는’ 교육감 선거제도의 개편을 촉구한다"고 주장했다.
송우현(건설교통위) 의원은 '표류하는 사직야구장 재건축, 부산시는 책임과 전략으로 답하라'를 주제로 "사직야구장은 부산의 상징이자 시민의 자부심"이라며 "그러나 노후화된 시설과 반복되는 안전 문제에도 불구하고, 부산시는 재건축에 대한 명확한 로드맵과 전략 없이 소극적인 대응으로 일관하고 있다."고 지적했다.
송 의원은 "특히 중앙투자심사 반려, 국비 확보 실패, 대체구장 선정 혼선 등 일련의 행정 착오는 시민의 신뢰를 저버리는 결과를 낳고 있으며, 안전과 예산, 일정 모든 면에서 무책임한 행정력이 드러나고 있다"면서 "부산시는 구체적인 재건축 전략과 실행력 있는 계획을 수립하고, 시민 참여 확대, 안전 점검 강화, 예산 확보를 위한 정부 협력 체계등을 마련해 책임있게 대응해야 한다"고 주문했다.
김광명(해양도시안전위) 의원은 부산시는 지정 관광지 활성화에, 손 놓고 있다고 비판했다. "2024년, 부산을 찾은 외국인 관광객 수는 293만 명으로, 전년대비 61% 증가한 역대 2번째 기록을 세우며, 글로벌 관광도시로서 부산의 성장 가능성을 확인했다"면서 "그럼에도 불구하고, 부산을 찾는 관광객들의 지역 쏠림 현상과 시 지정 관광지 개발에 대한 부산시의 미온적인 행정 관행으로 시 지정 관광지는 활성화 되지 못하고, 특정지역 관광인프라 편중현상은 여전하다. 이에 부산시는 지정 관광지의 활성화와 균형 잡힌관광개발을 촉구한다"고 비판했다.
22일~ 29일까지 상임위원회에서는 소관 안건 심사와 현장방문 등 시민 생활 개선을 위한 밀착 행보를 이어나간다.
오는 30일(수) 제2차 본회의에서 4명의 의원이 시정 질문을 통해 ▲사상~하단선 및 가덕도신공항 사업 지연 문제, ▲부산교육의 난제와 주요 대책, ▲부산 생태관광 사업 및 장애인 심리정서 지원 현황과 개선 방안, ▲지반침하 사고 및 빈집 대책 등 주요 현안에 대해 집행부의 실질적 대응을 촉구할 예정이다.
5월 1일(목) 제3차 본회의에서는 각 상임위원회에서 심사한 안건을 최종 의결하며, 12명의 의원의 5분 자유발언 후 회기를 마무리할 예정이다.
