코소보와 대한민국의 유사점을 본다면 정말 미국을 사랑하는 나라라는 것이다. 항상 코소보를 가서 보면 자국 국가 옆에 미국 성조기를 꼭 내건다. 코소보 현지인들에게 미국 어떻게 생각하느냐고 물어보면 친미주의 한국인들 대답과 똑같다. 은인의 나라이고 미국 때문에 독립해서 이렇게 살게 되어서 항상 고마운 나라라고 한다. 코소보의 젊은이들은 제2 외국어가 아니라 공용어로 영어를 채택하는데 억양을 들어보면 어김없이 미국식 억양이다.
그래서 코소보의 젊은이들과 대화는 큰 문제가 없다. 다만 내 또래에서부터 그 윗 나이대 분들은 영어를 잘 못하기에 의사 소통의 문제가 있을 뿐이다. 미국은 알바니아의 독립 선언 이후 가장 먼저 코소보의 독립을 인정했다. 부시는 또 2007년 6월에 미국 대통령 중 처음으로 코소보를 방문하여 정치, 외교적 지지와 경제적 지원을 약속했다. 부시는 당시 유럽 각국에서 가는 곳마다 극심한 반미 시위를 겪어야 했지만, 코소보에서 만큼 대대적인 환영을 받았다.
그는 당시 수도 프리슈티나에서 30㎞가량 떨어진 작은 마을 수바 레카(Suva Reka)까지 찾아와 길거리에서 촌부들을 껴안고 악수하는 자상함을 과시하기도 했다. 로이터 통신은 오바마 취임식에 앞서 부시 대통령의 고별 연설이 방송되자 수바 레카(Suva Reka) 마을의 모든 주민이 TV를 보며 부시를 회고하며 슬퍼했다고 전한다. 2009년에는 당시 부통령이었던 조 바이든이 코소보를 방문하였으며 바이든은 외교 분야에서 특히 코소보 문제에 적극적이었다. 2016년에는 다시 코소보를 방문하기도 하여 코소보와 특별한 인연이 있다.

빌 클린턴 거리 입구의 한 대형 건물 벽에는 클린턴이 환한 표정으로 웃으면서 손을 흔드는 사진이 붙어있다. 프리슈티나의 시민 중 한 명은 "클린턴은 코소보에서는 영웅이다. 나 역시 그렇게 생각한다"고 말했다. 빌 클린턴 거리 맨 끝부분에는 '힐러리 클린턴'이라는 가게가 있다. 힐러리 여사가 남편이 프리슈티나에서 바람을 필까 감시하기 위해 만든 가게라는 우스갯소리까지 나오는 상점이다.
코소보는 미국 독립기념일을 성대하게 치르는 나라다. 작년 미국 독립기념일 때는 프리슈티나 시내에서 수천 명의 시민이 참가한 가운데 '미국 독립기념일 축하 행사'가 열렸다. 코소보 현지의 인기 가수 등이 출연해 "나의 사랑, 미국의 생일을 축하한다"는 노래를 불렀다. 프리슈티나 주둔 미군 부대 밴드가 나와 '호텔 캘리포니아' 등 미국 인기 팝송을 불러 열광적인 반응을 일으키기도 했다.
프리슈티나 중심가에는 3.5m, 무게 900kg의 빌 클린턴 전 미국 대통령의 동상이 있다. 동상 모습은 클린턴이 연설을 하고 있는 모습이다. 클린턴은 코소보의 독립을 갈망하는 알바니아계와 전쟁을 벌인 세르비아군을 저지하기 위해 지난 1999년 나토의 베오그라드 폭격작전을 주도해, 알바니아계에서는 영웅으로 존경받고 있다.
사실 클린턴의 임기 자체는 대단히 번잡했다. 업적도 많았지만 눈에 띄는 실책도 많았으며, 칭송도 많았지만 비판과 잡음도 많았다. 빌 클린턴은 공화당에게는 부패하고 교묘한 사기꾼으로, 민주당 진보파에게는 모호하고 보수친화적인 정치꾼으로 비난받았고, 민주당과 공화당 사이에서 제3의 대통령 당을 이끌려고 한다는 식의 규탄도 받았다. 그리고 특이하게도 프리슈티나에는 로버트 조셉 돌(Robert Joseph Dole, 1923~2021), 일명 밥 돌(Bob Dole)의 동상도 존재한다. 클린턴과 1996년인가? 미 대선에서 겨루었던 인물이다. 그의 동상이 왜 코소보에 있을까?
그가 2009년 9월, 교착상태에 빠진 코소보 사태를 해결하기 위해 프리슈티나에 왔다. 그가 온 이유는 빌 클린턴 대통령의 요청을 받은 것이다. 클린턴이 밥 돌에게 미국 외교의 최대 난제(難題) 중 하나인 코소보 사태 해결을 맡기자 워싱턴 정가는 “국익을 위해 대통령이 정파를 초월한 결정을 내렸다”며 환영했다 한다. 미국에서는 현직 대통령이 전직 대통령이나 정치적 라이벌에게 외교특사를 맡기는 경우가 흔하다.
밥 돌은 코소보 내전 당시 두 차례 프리슈티나를 방문했었다. 이를 기념하기 위해 그의 동상을 시민들이 제막했던 것이다. 한편 빌 클린턴이 코소보 공습을 결단한 시점은 자신이 르윈스키 성추행 스캔들로 지지율이 하락하고, 의회가 탄핵을 준비 중이던 때 벌어졌기에 이를 정치적으로 만회하기 위해 베오그라드 시민들을 그 대상으로 삼았건 것이다. 클린턴이나 밥 돌은 그저 네오콘의 소시오패스들이었을 뿐이다. 필자는 네오콘의 99%를 소시오패스들로 본다.

Therefore, there is no major problem in communicating with young people in Kosovo. However, people my age and older do not speak English well, so there is only a problem with communication. The United States was the first to recognize Kosovo’s independence after Albania declared independence. Bush also visited Kosovo in June 2007, becoming the first US president to pledge political, diplomatic, and economic support. Bush had to endure extreme anti-American protests wherever he went in Europe at the time, but he received a warm welcome in Kosovo.
He even showed his kindness by visiting Suva Reka, a small village about 30km from the capital Pristina, and hugging and shaking hands with villagers on the street.
