(브레이크뉴스인천 박상도 기자) 인천시가 27일, 인천시사회서비스원과 함께 10개 군.구 지역사회보장계획 담당자 역량 강화 교육을 진행한다고 밝혔다.
인천사서원에 따르면, 이는 지난해 인천시사회서비스원 정책연구실이 진행한 ‘인천시 10개 군·구 지역사회보장계획 컨설팅’ 연구 결과에 따른 것으로 2회 열린다.
교육은 담당자 역량 강화에 초점을 두고 신규·기존 담당자로 나눠 대상자 맞춤으로 진행한다.
오는 28일에는 인천시청 본관 어학실에서 옹진군, 미추홀구, 남동구, 부평구, 계양구, 서구 등 6개 지역 기존 담당자 대상 교육이 열린다.
타지역 사례를 공유하고 장점과 지역별 보완이 필요한 부분을 찾아 의견을 나누는 방식으로 진행한다.
앞서 지난 23일에는 강화군, 중구, 동구, 연수구 등 4개 지역 신규 담당자를 대상으로 컨설팅을 했다.
교육은 지역사회보장계획 수립 절차와 연차별 계획.결과 보고 작성 일정과 방법, 모니터링 방법과 활용, 시행계획 변경 절차 등 담당자가 현장에서 바로 적용 가능한 내용으로 구성했다.
지역사회보장계획은 ‘사회보장급여법’에 따라 지역 특성과 복지 수요, 자원 등을 분석해 4년마다 수립하고 매년 연차별 계획과 결과 보고를 해야 하는 법정 계획이다.
지난해 연구는 컨설팅 결과 보장계획의 질을 높이는 방안으로 다섯 가지를 제안하고 있다.
지역사회보장계획 관계자 역량 강화 교육 정례화, 효과적인 지역사회보장계획 및 성과관리를 위한 지자체 지원체계 구축, 연차별 계획 수립 및 이행 결과를 점검할 수 있는 표준 가이드라인 마련, 민.관.주민이 참여하고 협력하는 지지체계 마련, 기초지자체의 지역사회보장계획에 대한 체계적인 점검과 지원, 교육 및 컨설팅 등을 수행할 수 있는 지원체계 구축 등이다.
컨설팅을 맡은 이선정 인천시사회서비스원 정책연구실 연구위원은 “지역사회보장계획은 그 중요성에도 불구하고 업무가 복잡하고 방대한데다 장기간 지속적으로 해야하는 업무이기에 인수인계가 잘 이뤄지지 않고 기피 업무로 인식하고 있다”며 “이번 교육은 인천시가 컨설팅 결과에 따라 담당자 역량을 높여 10개 군·구의 지역사회보장계획 수준을 높이는 방안으로 마련했다”고 말했다.
