[브레이크뉴스= 배종태 기자] 부산광역시의회 교육위원회 강철호 의원(동구1)은 제329회 정례회 제1차 본회의 5분 자유발언을 통해, 부산의 정체성을 반영한 ‘북항 야구장 건립’의 필요성을 강력히 제기했다.
그는 부산이 전국 10개 프로야구 구단 중 팬 충성도 1위, 평균 관중 수 1만 1천명을 자랑하는 ‘구도(球都)’임에도 불구하고, 현재 사용 중인 사직야구장은 1985년 개장 이후 40년이 넘는 세월 동안 시설이 노후화되어 시민의 안전과 편의를 보장하지 못하고 있다고 지적했다.
강 의원은 특히 2024년 한 해에만 우천으로 인한 경기 취소가 10건 발생했고, 추석 연휴 기간에는 무더위로 인해 하루 43명의 온열질환자가 의무실로 이송되는 등 기후 변화에 취약한 기존 야구장의 한계를 지적하며, 더 이상 사직야구장을 대책 없이 유지하는 것은 현실적인 대응이 아니라고 주장했다.
이어 그는 부산시가 추진 중인 사직야구장 재건축 계획이 2025년 3월 중앙투자심사에서 국비 미확보 등의 사유로 반려되었음에도 불구하고, 시는 여전히 낙관적인 입장을 유지하고 있다는 점을 비판했다.
현재까지 국비 지원 확정이나 민간 투자 협약이 이루어지지 않은 상황은 기존 재건축 계획의 정책적 전환이 필요함을 시사한다고 강조했다.
이와 관련하여 강 의원은 북항에서 제기되고 있는 야구장 건립 제안이 새로운 대안이 아닌 현실적인 대책으로 주목받고 있음을 소개했다.
한 지역 기업인이 북항 야구장 건립 시 2,000억 원을 기부하겠다는 의사를 공개적으로 밝힌 데 이어, 최동원 기념사업회, 시민사회단체, 공공기관 관계자들도 공식적으로 북항 야구장 건립을 지지하고 있다. 지난 5월 27일에는 북항 야구장을 주제로 한 세미나가 개최되어 본격적인 논의가 시작되기도 했다.
강철호 의원은 이에 대해 “이제는 행정이 응답할 차례”라며 부산시에 다음과 같은 세 가지를 촉구했다.

At the 1st plenary session of the 329th regular meeting of the Busan Metropolitan Council, Education Committee member Kang Cheol-ho (Dong-gu District 1) delivered a five-minute address emphasizing the urgent need to construct a new baseball stadium in Busan’s North Port area.
He argued that despite Busan being known as the “Baseball Capital” of Korea--home to a team with the highest fan loyalty and an average attendance of 11,000--the current Sajik Baseball Stadium, built in 1985, has become outdated and no longer meets standards for safety and comfort.
City Council Kang pointed out that in 2024 alone, 10 games were canceled due to rain, and during the Chuseok holiday, 43 people were treated for heat-related illnesses in a single day, highlighting the stadium’s inability to adapt to climate change.
He asserted that continuing to rely on this aging facility without comprehensive measures is no longer viable.
He also criticized the city’s plan to rebuild Sajik Stadium, which was rejected in March 2025 during the central government’s investment review due to a lack of secured national funding.
Despite this, the city continues to take an overly optimistic stance, even though no national funding or private investment agreements have been confirmed.
This, he argued, signals the need for a strategic policy shift.
Amid these challenges, a new proposal is gaining momentum in the North Port area. A local entrepreneur has publicly pledged a donation of 200 billion KRW (approximately $150 million USD) to support the construction of a stadium there. The proposal is also receiving formal support from organizations such as the Choi Dong-won Memorial Foundation, civic groups, and public institutions.
A seminar held on May 27 further signaled the beginning of substantive discussions around this proposal.
In response, City Council Kang declared, “The North Port baseball stadium is no longer a backup option--citizens and businesses have spoken, and it’s now the administration’s turn to act.” He urged the city of Busan to take the following actions:
▲ Initiate an official review of the North Port baseball stadium project-Launch a comprehensive feasibility study on site suitability, economic impact, and operational strategy as part of a broader sports complex development plan
▲ Propose the North Port stadium project to the new central government- Capitalize on the early days of the new administration to secure national project status and funding support.
▲Build public consensus and create a funding framework- Use the 200 billion KRW private donation as a foundation for public engagement, private-public partnerships, and multi-channel financing strategies.
City Council Kang emphasized, “Baseball is not only a cultural emblem but also a source of pride for Busan. The North Port baseball stadium represents a new beginning for the future of ‘Baseball City Busan.’ The citizens have acted, businesses have responded--now it’s time for the city to answer.”
