미국 백악관이 30일(현지시간) "도널드 트럼프 미국 대통령이 현재 의회서 공화당 주도로 입법이 진행 중인 감세 법안(하나의 크고 아름다운 법안) 통과 직후 국가별 상호관세를 설정 예정"이라고 밝혔다.
미 'CNBC'에 따르면 이날 케빈 해싯 백악관 국가경제위원회(NEC) 위원장은 CNBC 인터뷰에서 '7월 9일 무슨 일이 일어날까, 관세율 인상되는 걸 보게 되나?'란 질의에 "세금법안이 통과되자 마자 오벌오피스(미 워싱톤 대통령 집무실)에서 마라톤 회의가 있을 것으로 본다"고 답했다.
그러면서 "우리는 대통령과 (무역 상대국을) 하나씩 검토할 것이며 최종 결정을 내려 관세율을 설정할 것"이라며 "세계에 하워드 러트닉(상무장관)·제이미슨 그리어(미 무역대표부 대표)·스콧 베선트(재무장관)가 해온 모든 일을 보여줄 것"이라고 했다.
또 현재까지의 협상 성과 관련해 "수많은 협상을 갖고 있고, 두 자릿수"라며 "영국과 했던 것처럼 곧바로 합의될 프레임워크들"이라고 했다. '프레임워크'는 무역 협상 진행 과정서 최종 협정 서명 전 주요 원칙을 담아 만드는 협정 틀을 지칭한다.
앞서 미·영 양국은 지난 6월 8일 프레임워크 합의에 이어 동월 16일 최종 합의까지 상호관세 유예 이후 첫 무역협정을 체결한 바 있다.
앞서 지난 4월 2일 트럼프 대통령은 국가별 상호관세 발표 후 발효일인 동월 9일 관세 부과를 90일간 유예한 가운데 미국은 그 후 국가별 무역협상을 진행 중이다. 유예 기간은 오는 8일까지로 유예를 연장 않으면 오는 9일부터 상호관세가 부과된다.
한편 해싯 위원장은 이날 미 '폭스뉴스'와의 인터뷰에서 캐나다와 무역 협상을 재개할 것이라고 밝힌 가운데 캐나다가 미국 기술 기업에 부과하려던 '디지털세'를 철회하면서다.
해싯 위원장은 캐나다와의 협상 재개 여부 관련해 "물론이다. 그들(캐나다)은 이 문제를 검토해 왔고 이제 동의했다"며 "이는 우리가 협상에 복귀할 수 있음을 의미한다"고 했다.
앞서 캐나다는 이날부터 기업 온라인 광고·사용자 데이터 활용 수익·온라인 장터 등과 관련된 매출에 3% 세금을 부과할 방침이었으나 트럼프 대통령은 캐나다 디지털세가 구글·애플 등 미 기술 기업들을 겨냥한 것이라며 지난 6월 27일 캐나다와의 무역 협상 중단을 선언한 바 있다.
이후 마크 카니 캐나다 총리가 최근 G7(주요 7개국) 정상회의 계기로 트럼프 대통령과 회동 후 무역협상 재개를 합의한 가운데 지난 6월 29일 캐나다 정부는 디지털세 부과를 철회했다.
