하병문 대구시의원 “이상기후 시대, 특이재난 대응체계 시급히 정비해야”

대구시의회 하병문 의원(북구4)은 18일 열린 제318회 임시회 5분자유발언을 통해 “이상기후는 더 이상 낯선 일이 아니며, 대구시 역시 특이재난의 안전지대가 아니다”라고 강조했다.

하 의원은 “함지산 산불은 단순한 화재가 아니라 이상기후와 맞물린 새로운 유형의 재난이었다”며, “발생 2시간 만에 국가소방동원령과 대구시 산불 대응 3단계가 동시에 발령될 정도로 상황은 급박했고, 5,600여 명의 주민이 긴급 대피했다”고 설명했다.

이어 “이처럼 기존 매뉴얼이나 과거 경험만으로는 대응에 한계가 있다”며, 함지산 사례를 계기로 △피해지역의 신속한 복구 및 안전 지원 △특이재난별 취약지역 발굴과 맞춤형 대응 체계 구축 △고령자 등 안전 취약계층 보호대책 수립을 촉구했다.

하 의원은 “산불로 인한 피해는 단기간에 끝나지 않으며, 산사태 등 2차 피해로 이어질 가능성도 크다”고 경고하며, “대구시는 함지산 산불을 일회성 재난으로 치부하지 말고, 변화된 기후환경에 맞는 선제적 재난 대응 역량을 갖춰야 한다”고 당부했다.
