충남 논산시의회(의장 조용훈)가 24일 제265회 임시회를 개회하며 5일간의 회기 일정에 돌입했다. 이번 임시회에서는 조례안 11건(의원발의 8건)과 규칙안·동의안 등 일반안건 2건을 포함해 총 13건의 안건이 심의 대상에 올랐다.
개회 첫날 열린 제1차 본회의에서는 ‘임시회 회기 결정의 건’과 ‘관계공무원 출석요구의 건’이 상정·처리됐으며, 이어진 5분 자유발언에서는 시정 현안에 대한 다양한 제언이 쏟아졌다.
서원 의원은 ‘보조사업 적법 집행에 대한 절차 촉구’를 주제로, "‘원예특작 지역맞춤형사업’과 같은 보조사업의 설계·승인·집행 전반에 대해 철저한 특정감사를 시행해야 한다"며, "향후 모든 자부담이 수반되는 사업은 농민 자율 신청과 공급업체 선택권을 제도화하고, 사전 수요조사와 공모 절차를 의무화해야 한다"고 강조했다.
민병춘 의원은 ‘종이 없는 사무실 만들기’를 화두로 던지며, 논산시 공공부문에서 디지털 행정 전환을 실현하기 위한 구체적 방안을 제시했다. 그는 '종이 없는 회의 도입', '종이 안내문의 디지털 고지서 전환', '부서별 출력량 모니터링과 인센티브 제도 도입' 등을 제안하며 “행정의 효율성과 친환경 가치 모두를 확보해야 한다”고 말했다.
