[브레이크뉴스=배종태 기자] 부산시는 28일 오후 3시 삼락·화명 수상 레포츠타운 지점에 올해 첫 조류경보제 ‘관심’ 단계를 발령했다고 밝혔다.
시는 지난 18일과 25일 진행한 조사에서 두 지점 모두 유해남조류 세포수가 ㎖당 2만 개를 초과해 2회 연속 기준치를 넘어섰다고 설명했다. 삼락 지점에서는 2만6,033개와 20만6,660개, 화명 지점에서는 2만8,517개와 17만6,936개가 각각 검출됐다. 이는 높은 수온과 강한 일조량 등 조류 증식에 유리한 환경이 지속되면서 나타난 현상으로 분석된다.
이번 발령에 따라 시는 삼락·화명 생태공원에서의 수상레저활동과 어패류 어획·식용 자제를 시민들에게 당부했다. 아울러 현수막 게시, 안내방송, 현장 순찰 등을 통해 홍보와 계도 활동을 강화할 계획이다.
특히 시는 올해부터 조류경보 발령 기준을 강화해 ㎖당 50만 개 이상이 한 번만 초과돼도 즉시 ‘경계’ 단계를 발령하고, 친수활동을 전면 금지하는 조치를 새롭게 도입했다. 시는 지난해 6월부터 시행 중인 삼락·화명 친수구간 조류경보제 시범운영을 오는 12월까지 연장해 운영한다.

이병석 부산시 환경물정책실장은 “조류경보 해제 시까지 시민들께서는 삼락과 화명 생태공원에서 수상레저활동과 어패류 어획·식용을 자제해 달라”며 “시민 안전을 최우선으로 현장 관리에 최선을 다하겠다”고 말했다.

On August 28 at 3:00 p.m., the City of Busan issued its first Algal Bloom Alert of the year, announcing the “Attention” level for the Samrak and Hwamyeong water leisure zones along the Nakdong River.
According to city officials, the alert was issued after two consecutive water quality surveys—conducted on August 18 and 25—found cyanobacteria (harmful blue-green algae) concentrations exceeding the threshold of 20,000 cells per milliliter at both sites.
At Samrak, cell counts reached 26,033 and 206,660 per milliliter, while at Hwamyeong, they were measured at 28,517 and 176,936 respectively. The city attributes the surge in algal growth to persistently high water temperatures and strong sunlight—conditions favorable for cyanobacteria proliferation.
In response, Busan has advised the public to refrain from engaging in water leisure activities and harvesting or consuming aquatic organisms in the Samrak and Hwamyeong ecological parks. Public notices will be reinforced through banners, loudspeaker announcements, and increased on-site patrols.
Notably, this year the city has strengthened its criteria for issuing algal bloom alerts. Under the revised policy, a single measurement exceeding 500,000 cells per milliliter now triggers the more severe “Warning” level, which includes a full ban on all water-related activities.
The alert system is part of an ongoing pilot program introduced in June 2024 to monitor algal blooms in the Samrak and Hwamyeong river zones. The pilot has now been extended until December 2025.
Lee Byung-seok, Director of the Water Environment Policy Division at Busan City Hall, stated, “Until the alert is lifted, we ask citizens to refrain from water-based recreation and harvesting aquatic life in these areas. The city will prioritize public safety and strengthen on-site management throughout the alert period.”
