부산 지역 대학들이 힘을 모아 지역혁신중심 대학지원체계(RISE, Regional Innovation System & Education) 사업에 공동 대응하고, 지역과 함께 성장하기 위한 협의체를 출범시켰다.
■ 부산 RISE 총장협의회 출범…부산대 최재원 총장 초대 회장 선출
'부산 RISE 대학총장협의회' 지난달 29일 오후, 부산롯데호텔 크리스탈볼룸에서 공식 발족했다. 이 협의회는 부산형 RISE 사업을 중심으로 지역 대학 간 공동 대응과 상생 협력의 거버넌스 구축을 목표로 한다.
이날 출범식과 함께 열린 첫 회의에서는 향후 협의회 운영 방향과 공동 협력 과제가 논의됐으며, 초대 협의회장으로 부산대학교 최재원 총장이 선출됐다. 또한 부회장직에는 부산외국어대학교 장순흥 총장과 동의과학대학교 김영도 총장이 각각 선임됐다.
이번 협의회에는 부산 지역 21개 대학 총장이 전원 참여해, RISE 사업의 공동 추진뿐만 아니라 정책 제안, 정보 교류, 공동 연구 활성화 등 대학 간 유기적 협력 체계 구축에 나서기로 뜻을 모았다.
■ 협의의 키워드는 “연결과 공동 대응”
회의에서는 대학 간 RISE 과제 실행력 강화를 위한 협업 전략, 정부 및 지자체와의 협력 체계 강화, 지역사회와 연계한 융합형 과제 발굴 등 실질적인 공동 대응 방안이 집중 논의됐다.
아울러 ▲ 외국인 유학생 유치를 위한 공동 전략 수립 ▲취업박람회 및 국제학생축제 공동 개최 ▲지역 인문소양 함양 프로그램 공동 개발 ▲대학별 RISE 사업 성과 공유 및 사례 확산 등 구체적인 협력 방안도 제시됐다. 이를 통해 대학이 지역의 문제 해결에 실질적인 역할을 수행하는 거점이 되도록 하는 것이 궁극적인 목표다.
■ 최재원 협의회장 “부산의 변화, 대학이 이끌겠다”
초대 협의회장으로 선출된 최재원 부산대학교 총장은 취임 인사를 통해 “부산은 인구 감소, 산업구조 변화, 글로벌 경쟁이라는 복합적인 도전에 직면해 있다"면서 "이를 극복하기 위해선 부산의 대학들이 중심에 서야한다. 대학이 도시의 매력이며, 대학이 변화해야 지역이 발전하고, 지역의 발전은 곧 국가의 미래로 이어진다.”고 강조했다.
최 총장은 또한, 올해 부산형 RISE 사업에 1,341억 원의 예산이 투입되고 21개 대학이 총 122개의 과제를 5년간 수행하는 만큼, 협의회를 통해 각 대학의 전략을 공유하고 공동 비전을 구체화하는 플랫폼을 만들겠다고 밝혔다.
■ 지속 가능한 협력 거버넌스로
협의회는 앞으로 정기 회의와 분과위원회를 운영하며, ▲RISE 사업의 성과 확산, ▲공동 과제 기획, ▲정부·지자체 정책 제안, ▲산업계 및 지역사회 연계 협업 프로젝트 발굴 등 지속 가능한 협력 거버넌스를 실현할 계획이다.

■ Launch of the Busan RISE Presidents’ Council – PNU President Choi Jae-won Appointed as First Chair
The Busan RISE Presidents’ Council was officially launched on August 29 at the Crystal Ballroom of Lotte Hotel Busan. Centered on the Busan-type RISE initiative, the council aims to establish a governance system for collaborative response and mutual growth among local universities.
During the inaugural meeting held alongside the launch ceremony, participants discussed future operational plans and collaborative agendas. Choi Jae-won, President of Pusan National University, was elected as the first chair of the council.
Jang Soon-heung, President of Busan University of Foreign Studies, and Kim Young-do, President of Dong-Eui Institute of Technology, were appointed as vice chairs.
A total of 21 university presidents from across the Busan region are participating in the council, agreeing to work together not only on joint RISE initiatives but also on policy proposals, information exchange, and joint research efforts to establish a robust and sustainable network of academic cooperation.

Additionally, the following specific collaborative initiatives were discussed: ▲Developing joint strategies to attract international students▲Co-hosting job fairs and the first International Student Festival▲Creating and operating humanities and cultural education programs for the local community▲Sharing RISE project outcomes and best practices among participating universities。The ultimate goal is for universities to become key hubs for solving regional challenges through these initiatives.
■ Chairperson Choi Jae-won: “Universities Will Lead Busan’s Transformation”
In his inaugural remarks, Chairperson Choi Jae-won of Pusan National University emphasized: “Busan currently faces complex challenges, including population decline, industrial structural shifts, and intensifying global competition. To overcome these, local universities must take the lead. Universities are at the heart of a city’s appeal—when universities change, regions evolve, and when regions evolve, so does the future of the country.”
President Choi also noted that KRW 134.1 billion in funding has been allocated for the Busan-type RISE initiative this year, and 21 universities will carry out a total of 122 projects over the next five years. He stressed the importance of the council as a platform for sharing institutional strategies and shaping a collective vision for innovation.

The council plans to operate through regular meetings and dedicated subcommittees, with a focus on:
