[브레이크뉴스=배종태 기자] 부산시가 11년간 멈춰 있던 기장 해수담수화시설의 재가동을 본격 추진한다. 시는 3일 오전 기장군 대변리 소재 해수담수화시설에서 '해수담수화시설 활용방안 마련 주민보고회'를 열고, 지역 기업 및 관계기관과 함께 대규모 업무협약(MOU)을 체결했다.
이날 협약에는 ▲한국수자원공사 ▲고려제강㈜ ▲효성전기㈜ ▲㈜금양 ▲아산이노텍 ▲부산환경공단 ▲부산산업단지발전협의회 등 주요 유관 기관과 기업들이 참여해, 동부산 산업단지의 안정적인 공업용수 공급 체계 구축에 협력하기로 했다.
해수담수화시설은 두 개의 계열로 구성되며, 각각의 특성에 맞춰 전략적 활용이 추진된다. ‘제1 계열’은 해수를 담수화하는 실증시설로 전환돼 ▲그린수소 생산 ▲염도차 발전 ▲농축수 자원 회수 등 차세대 물 산업 기술을 시험하는 테스트베드로 활용된다.
‘제2 계열’은 하수처리수를 정화해 공업용수로 공급하는 시설로 탈바꿈하여, 인근 산업단지 기업들이 고비용 생활용수 대신 저렴한 공업용수를 안정적으로 공급받을 수 있게 한다.
부산시는 이러한 청사진을 지역 주민들과 공유하고자 이번 주민보고회를 개최했다.
보고회에는 ▲박형준 부산시장 ▲정동만 국회의원 ▲정종복 기장군수 ▲부산시의원 및 기장군의회 의장 등 지역 주요 인사들이 대거 참석했으며, ▲고려제강㈜ ▲효성전기㈜ ▲㈜금양 ▲아산이노텍 등 산업계 대표들이 함께해 민관 협력의 의지를 다졌다.
시는 이날 행사를 통해 해수담수화시설에 대한 주민들의 오랜 우려를 해소하고, 향후 운영 계획에 대한 투명한 설명으로 신뢰를 구축하고자 했다.

해수담수화시설 1·2 계열의 활용 사업은 오는 2030년까지 완료될 예정이다. 1 계열은 환경부와 협력하여 행정 절차 이행 및 사업비 확보, 실시설계를 진행하며, 2 계열은 민간투자(BTO) 방식으로 제안서를 접수하고 적격성 검토를 거쳐 사업을 추진할 계획이다.
박형준 시장은 이날 보고회에서 “기장 해수담수화시설은 더 이상 멈춰 선 설비가 아니라, 지속 가능한 물순환과 미래 물 산업을 견인할 핵심 인프라로 자리매김할 것”이라며, “지역사회와의 소통을 바탕으로 주민과 산업, 환경이 조화를 이루는 새로운 가치 창출에 앞장서겠다”고 밝혔다.

Busan Metropolitan City is set to breathe new life into the long-dormant Gijang seawater desalination facility, launching full-scale efforts to transform it into a key platform for sustainable water management and industrial development.
This day, at 10:30 AM, the city held a Resident Briefing Session on the Utilization Plan for the Desalination Facility at the plant site located in Daebyeon-ri, Gijang-eup. The event marked a turning point with the signing of a major Memorandum of Understanding (MOU) involving key industries and public agencies.
Signatories included ▲Korea Water Resources Corporation ▲Koryo Steel Co., Ltd. ▲Hyosung Electric Co., Ltd. ▲Geumyang Co., Ltd. ▲Asan Innotech ▲Busan Environmental Corporation ▲Busan Industrial Complex Development Council — all pledging to work together to establish a stable supply system for industrial water in the East Busan Industrial Complex.
The desalination facility, which has been inactive for over a decade, will now be utilized strategically through two separate systems, each repurposed for distinct objectives:
The first unit will serve as a testbed for cutting-edge water technologies, including ▲green hydrogen production ▲salinity gradient power generation ▲resource recovery from concentrated brine — contributing to the development of a next-generation water industry ecosystem.
The second unit will be converted into a facility that reuses treated sewage water from a nearby wastewater treatment plant, providing affordable industrial water in place of high-cost domestic water to businesses in the area.
The city organized today’s briefing session to transparently present the facility’s future plans and address concerns that have persisted among local residents for years.
Key attendees included ▲Mayor Park Heong-joon ▲National Assemblyman Jeong Dong-man ▲Gijang County Mayor Jeong Jong-bok ▲Busan City Council members Park Jong-cheol and Lee Seung-woo ▲Gijang County Council Chair Park Hong-bok, as well as representatives from leading industrial firms and related agencies.
The event served as an opportunity to promote community understanding and build public trust in the project.
Busan plans to complete the full implementation of the facility’s two units by 2030. For the first unit, the city will work closely with the Ministry of Environment to carry out necessary administrative procedures, secure funding, and finalize detailed design.
The second unit will proceed through a Build-Transfer-Operate (BTO) model, with proposal submissions and eligibility screening already underway.
Mayor Park stated, “The Gijang desalination facility is no longer a dormant asset — it will become a driving force for sustainable water reuse and innovation in the water industry,” adding, “We will carefully listen to and reflect residents’ opinions so that the facility can create new value while coexisting harmoniously with the local community.”
