[브레이크뉴스=배종태 기자] 부산의 지역 돌봄이 새로운 길을 찾고 있다. 부산광역시의회 의원 연구단체인 ‘사람·환경·미래 연구모임’이 8일, 시의회 의원회관 회의실에서 소셜러닝 기반 돌봄 서비스 정책연구 중간보고회를 열고 실증 실험 성과를 발표했다.
이번 연구는 도시재생지역인 전포2동을 중심으로, 급속한 고령화와 1인 가구 증가로 인한 돌봄 사각지대를 해소하기 위한 주민 참여형 사회서비스 모델을 구축하는 것이 목적이다. 연구는 지난 6월 착수보고회를 시작으로 약 3개월간 진행되었으며, 소셜러닝(Social Learning) 방식을 통해 실질적 돌봄 해법을 모색하고 있다.
‘함께 걷고, 함께 배우고, 함께 돌보는’ 실험… 주민·시니어·러너 모두 참여
연구를 수행한 ㈜싱크앤두랩(대표 박성률)은 이날 중간보고회에서 그간의 실증 실험 결과를 공유했다.
전포2동 지역 분석과 러너(참여자) 인터뷰, 총 4회의 주민 참여 워크숍을 바탕으로, 주민·시니어·러너가 함께 참여한 다양한 실험이 진행됐다.
특히 주목받은 것은 ▲코스 점검 런, ▲피드백 런, ▲파일럿 런, ▲전체 실증 런 등 다양한 러닝 프로그램. 단순한 걷기나 운동이 아니라, 지역 환경 정화, 안전 점검, 세대 간 교류, 돌봄 활동이 통합된 실험이었으며, 참여자들은 지역 안에서 서로의 필요를 알아가며 공동체의 역할을 새롭게 경험했다.
돌봄런·안전런·세대교류런… 부산형 서비스안·조례안까지 제시
이번 보고회에서는 실제 정책 반영을 위한 파일럿 서비스안과 서비스 블루프린트 맵도 공개됐다. 연구진은 주민들이 자발적으로 참여할 수 있는 ▲돌봄런, ▲안전런, ▲환경런, ▲문화런, ▲세대교류런 등의 구체적 프로그램을 제안했다.
또한 이 같은 모델의 지속적인 운영과 확산을 위해 「부산광역시 소셜러닝 활성화 및 지원에 관한 조례(안)」도 함께 마련했다. 조례에는 민관 협력 거버넌스 체계 구축, 예산 지원, 주민 교육과 활동 지원 등이 포함되어 있으며, 향후 제도적 기반 마련을 위한 핵심 수단이 될 것으로 기대된다.
“소셜러닝, 부산형 돌봄의 새 지평… 시민 주도형 체계 구축할 것”
정책연구모임 대표를 맡은 김재운 의원은 이날 보고회에서 “착수보고회를 통해 연구 방향을 설정하고, 간담회에선 주민과 현장이 직접 참여했으며, 오늘은 그 성과를 점검하고 제도화 전략을 구체화하는 자리였다”고 밝혔다.
이어 “소셜러닝은 단순한 운동이 아니라, 건강·돌봄·안전·문화가 융합된 새로운 지역 돌봄 방식”이라며 “시민 주도로 지속 가능한 사회서비스 체계를 만들어가는 부산형 모델로 자리잡을 수 있도록 노력하겠다”고 강조했다.
10월 최종보고회 예정… ‘부산형 돌봄정책’ 제도화·확산 본격화
‘사람·환경·미래 연구모임’은 오는 10월 중 최종보고회를 개최해 이번 연구의 성과를 정리하고, 정책 제안과 조례안을 바탕으로 부산형 지역 돌봄 서비스의 제도화 및 전국 확산 방안을 구체화할 계획이다.

"Walk Together, Learn Together, Care Together" Experiment… Residents, Seniors, and Runners All Participate
Think & Do Lab (CEO Park Seong-ryul), which conducted the study, shared the results of its empirical experiment at the interim report meeting.
Based on analysis of the Jeonpo 2-dong area, interviews with runners (participants), and four resident participation workshops, various experiments were conducted involving residents, seniors, and runners.
Particularly noteworthy were the various running programs, including the Course Inspection Run, Feedback Run, Pilot Run, and Full-Scale Demonstration Run. These experiments went beyond simple walking or exercise, integrating local environmental cleanup, safety inspections, intergenerational interaction, and caregiving activities. Participants learned about each other's needs within the community and experienced a new sense of community.
Care Run, Safety Run, Intergenerational Run… Busan-specific Service Plan and Ordinance Proposed
This briefing session also unveiled pilot service plans and a service blueprint map for practical policy implementation. The research team proposed specific programs for voluntary participation by residents, including the Care Run, Safety Run, Environment Run, Culture Run, and Intergenerational Run.
To ensure the continued operation and expansion of this model, the "Busan Metropolitan City Ordinance on the Promotion and Support of Social Learning" was also prepared. The ordinance includes establishing a public-private partnership governance system, budgetary support, and support for resident education and activities, and is expected to serve as a key tool for establishing a future institutional foundation.

Councilmember Kim Jae-woon, who serves as the head of the policy research group, stated at the briefing, "The inaugural briefing session established the research direction, and the discussion session directly involved residents and the field.
