김정재 국회의원(국민의힘·포항북구)이 국토부로부터 제출받은 자료에 따르면, 2020년 이후 국토부 및 산하기관에서 발생한 개인정보 유출 건수는 총 4만 116건에 달했다. 기관별로는 국토부 2건(2만7,920여건), 국립항공박물관 1건(1만1,029건), 한국토지주택공사(LH) 1건(1,167건)이다.
국토부는 2022년 12월 건축행정시스템(세움터) 오류로 2만7천여 건의 주민등록번호를 유출했고, 2024년에는 전세사기 피해자 지원관리시스템 오류로 주민번호·송달주소 등이 노출됐다. 국립항공박물관은 지난해 1월 온라인 학습시스템이 해킹돼 개인정보가 외부로 유출되며 스팸문자 피해가 이어졌고, LH는 올해 4월 청약배점 등이 담긴 내부 파일을 홈페이지에 게시하는 실수를 저질렀다.
문제는 이런 사고가 반복되는 와중에도 개인정보보호 관련 예산이 오히려 대폭 삭감됐다는 점이다. 자료에 따르면 국립항공박물관의 관련 예산은 2020년 1억7,200만원에서 올해 2,000만원으로 88.4% 감소했다. LH 역시 같은 기간 57억3,600만원에서 19억7,200만원으로 65.6% 줄었다. 인천국제공항공사(-60.8%), 대한건설기계안전관리원(-63.8%) 등 주요 산하기관들도 사정은 비슷했다.
반면 국토부 본부의 관련 예산은 같은 기간 3,122백만원에서 4,002백만원으로 28.2% 늘어 기관 간 편차가 뚜렷했다. 전문가들은 “산하기관의 실질적 보안 관리 역량이 줄어드는 구조”라며 “감시·점검 기능이 함께 강화되지 않는다면 유출은 반복될 것”이라고 지적한다.
김정재 의원은 “공공기관에서 수만 건의 개인정보 유출이 발생했다는 것은 있을 수 없는 일”이라며 “특히 유출기관들의 예산 삭감은 개인정보 보호 의식이 현저히 부족했다는 방증”이라고 비판했다. 그는 “국토부는 취약기관에 대한 특별점검을 실시해 국민이 안심하고 개인정보를 맡길 수 있는 시스템을 구축해야 한다”고 강조했다.

He emphasized, "The MOLIT should conduct special inspections of vulnerable organizations and establish a system where citizens can safely entrust their personal information."
