미국과 서방은 중동과 아랍을 달래며 끌어 안으려 하는게 아니라 압력을 넣고 있다. 그러나 트럼프 시대에 이르러 미국은 가자지구와 이스라엘의 휴전을 통해 달래어 끌어 안으려는 전략을 선택했다. 이제는 중동과 아랍이 미국과 서방, 이스라엘의 압력에 더 이상 이를 좌시하지 않고 있기 때문이다. 왜냐면 미국과 서방이 중동을 폭행한 역사를 기억하고 있기 때문인 것도 있지만 최근 들어 이스라엘의 과도한 안하무인(眼下無人)격의 행태가 오히려 반감을 이끌어 내고 있기 때문이다. 그것도 그렇고, 어떻게든 트럼프는 가자와 이스라엘의 휴전을 이끌어냈다. 그러나 근본적인 문제를 해결한 것이 아니기에 이 또한 언제 깨질지 알 수 없다. 트럼프 체제에서만 세 번째 휴전이기 때문이다.
중동과 서방의 분쟁은 20세기 이전엔 치열한 종교적 대립이었지만 1945년 이후에는 종교적 대립에 이념적 대립까지 추가되었다. 게다가 민족적 대립도 마찬가지다. 거기에 아랍 종파와 이란계 종파간의 종파대립에 서방과 미국, 이스라엘이 편승했다. 시아파와 수니파가 하나로 뭉쳐 서방과 미국, 이스라엘에 저항했다면 분명 서방과 미국, 이스라엘이 참혹한 패배를 당했을 것이다. 그러나 결과적으로 그렇지 못했다. 수니파는 수니파대로, 석유를 둘러싼 각국의 이해관계로 인해 동맹을 맺었어도 서로를 견제했고 신뢰하지 않았다. 표면적으로 반미, 반서방, 반이스라엘을 표방했지만 표면적인 것과 실제로 움직인 것은 정반대였다. 에르도안은 표면적으로만 서방과 이스라엘을 비난하고 떠들었지 서방과 중동 사이에서 자국의 실익만을 추구했다.
이는 사우디아라비아 또한 마찬가지다. 아랍연맹, 동맹이라는 거창하게 선전했지만 그들 또한 가자지구에 직접적인 개입보다는 그 사이에서 얻을 실익이 무엇인지만 계산했다. 결국 가자를 도운 국가는 이집트 뿐이었다. 하마스는 시리아의 지원이 끊기자 몰래 이집트의 지원을 받아 이스라엘과 3년 전에 걸친 전쟁에서 잘 버텼던 것으로 보인다. 이집트는 표면적으로 가자 지구 국경에 거대한 장벽을 세우고 이스라엘과 함께 가자를 봉쇄하고 있었다. 그리고 팔레스타인 난민을 거부하고 하마스와 거리를 두었다. 그러나 물밑에서는 이집트까지 이어지는 거대한 땅굴을 이용한 지원을 꾸준히 이어갔다. 특히 하마스는 이집트에서 발원한 무슬림형제단의 형제나 마찬가지다. 1987년 팔레스타인인들이 이스라엘의 압제에 반항하는 대대적인 봉기가 발생하면서 무슬림 형제단의 일원인 아흐메드 야신(Ahmed Yassin)이 팔레스타인 지방에 정당 및 조직으로 창당한 것이 하마스(Hamas)이기 때문이다.
알게 모르게, 무슬림형제단과 불가분 관계에 있는 이집트는 가자를 도울 수밖에 없었다. 양국은 서로 아랍 연맹과 이슬람 협력기구에 가입되어 있으며, 지리적으로 가까이 접해있다. 게다가 팔레스타인 항공은 이집트 아리시에 본사를 두고 있다. 지난 2월에는 이집트가 팔레스타인 난민 유입에 대비해 콘크리트벽으로 둘러쌓인 난민 수용 시설을 지었고, 이집트 공군이 가자 지구 상공에서 구호물품을 투하했다. 이어 지난 6월에는 가자 지구의 환자 수십명이 이집트로 이송되었으며 이집트 공군은 가자지구 북부에 구호품 공중투하 작전을 지속했다. 이집트가 봉쇄 조치를 했음에도 가자 지구를 떠나 이집트에 정착한 팔레스타인 난민이 11만 5,000명을 넘었다. 결국 가자를 도와준 것은 이집트 하나 뿐이었던 셈이다. 앞으로도 가자 지구를 복구하거나 난민들을 보살필 국가는 이집트 하나 뿐 일 것으로 본다.
지난 1948년 영국이 이스라엘을 도와주면서 이스라엘이 건국되었고 이 때부터 팔레스타인과 이스라엘의 기나긴 숙명적 대결이 시작된다. 나는 여태까지 테러 전쟁을 분석해본적이 있는데 대개 전력이 열세인 국가나 민족이 할 수 있는 최선, 최후의 저항이다. 물론 테러는 반인륜적 범죄로 용서받을 행위는 아니지만 왜 테러가 발생하는지 원인에 대해 물어보고 질문하는 사람 단 한 명도 없다. 왜냐면 그것은 3자의 눈에 기인하기 때문이다. 3자는 그냥 매체에서 보여주는 행위들에만 관심이 있다. 그리고 그 행위에 따라 선악(善惡)을 판단한다. 왜 일어났는지에 대해서는 전혀 관심이 없다. 그 이유는 당장 나한테서 벌어진 일이 아니기 때문이다. 팔레스타인과 이스라엘의 경우, 모든 사람들이 팔레스타인을 테러국가로 생각한다. 그러나 팔레스타인이 왜 그런 극단적인 행위를 하는지에 대해 물어보지 않는다.
그 이유는, 내 일이 아니니까 관심이 없어서다. 그러면서 모든 중동 국가들과 아랍인들, 무슬림들은 테러 국가, 테러리스트로 인식하고 이슬람이라는 종교를 왜곡하여 해석하고 폄하하기도 한다. 그리고 이는 멀리 바다 건너 캄보디아를 바라보는 시선과도 똑같다. 한국인들이 생각하는 국제관은 "당장 나한테서 벌어진 일이 아니기 때문"인데다 관심이 없기 때문에 대체로 무지하다. 트럼프가 성사시킨 세 번째 휴전 조약.. 이게 얼마나 갈까? 영원히 종식되는 전쟁이 아니기에 언제든 다시 터질 가능성은 열려 있다. 그리고 이스라엘 또한 여기에서 멈출 마음이 없다. 이전처럼 가자를 더욱 고립시키고, 가자를 도우려하는 국가들의 함선 또한 철저히 경계할 것이다. 그 고립이 한계에 다다를 때쯤, 하마스 또한 어떠한 일을 벌이긴 할 것이다. 너무 강한 조치는 그 압력에 의해 자동적으로 저항을 부르게 되어 있다.

강한 압력으로 인해 튀어나오는 현상을 설명하는 보일의 법칙(Boyle's law)은 어떠한 사물만 나타나는 현상이 아니다. 인간 또한 살기 위해 과도한 압력에 저항하고자 하는 본능과 심리를 갖고 있으며 보일의 법칙(Boyle's law)은 인간에게도 적용될 수 있다. 그것이 인류 역사상 나타나는 수많은 저항 운동과 반란, 민란 등이 이를 증명한다. 이번 휴전 조약은 이스라엘이 가자에 진입하려 한다는 뉴스가 나온지 1~2개월만에 일이다. 이는 이스라엘이 가자 시티 점령에도 실패했고 결국 가자 전체를 이스라엘 지상군이 장악하지 못했다는 얘기가 된다. 따라서 이 휴전은 미국이 가자 전체를 장악하지 못한 이스라엘의 체면을 세워주고, 가자에는 복구와 휴식을 가져다 준 셈이 되었다. 아직 끝난 것은 아니다. 트럼프가 내세운 평화 안 중에 이제 한 쳅터가 겨우 정리됐을 뿐이다.

Nevertheless, Trump has somehow managed to secure a ceasefire between Gaza and Israel.
