태백시는 지난 6일 시청에서 한국원자력환경공단과 ‘태백 URL 건설·운영 상호협력 업무협약’을 체결했다. 이번 협약은 태백시가 URL 후보지로 선정된 후 예비타당성조사 면제가 확정됨에 따라, 사업 추진에 속도를 내기 위해 마련됐다.
양 기관은 협약서에 해당 시설이 고준위 방사성폐기물 처분장이 아닌, 순수 연구 기술 검증을 위한 시설임을 명시하고 '방사성폐기물 반입 금지' 조항을 담아 시민들의 안전 우려를 원천 차단했다.
협약에 따라 두 기관은 ▲부지 조사 및 기술 공유 ▲연구 인력 양성 ▲주민 수용성 확보를 위한 소통 프로그램 운영 등 전방위적인 협력을 약속했다. 특히 정기적인 협의체를 가동해 지역 사회의 의견을 적극 수렴할 방침이다.
태백시는 이번 사업을 통해 폐광 지역의 이미지를 벗고, 첨단 R&D와 청정 에너지가 융합된 미래 전략 도시로 도약하겠다는 청사진을 그리고 있다.
