안양시의회는 지난 2월 5일 열린 제308회 임시회 본회의에서 강익수 의원(국민의힘, 안양아)이 대표 발의한 ‘안양시 명장 선정 및 지원에 관한 조례안’을 원안 가결했다고 밝혔다. 이번 조례 제정으로 지역 산업 현장에서 오랜 기간 기술을 연마해 온 숙련기술자들에 대한 체계적인 예우와 지원의 제도적 기반이 마련됐다.
이번 조례는 ‘숙련기술장려법’에 근거해 지역 산업 발전에 기여한 우수 숙련기술자를 ‘안양시 명장’으로 선정하고, 기술인의 자긍심을 높이는 동시에 숙련기술의 전승과 발전을 통해 지역 경제 활성화를 도모하기 위해 마련됐다.
조례에 따르면 ‘안양시 명장’은 고용노동부장관이 고시한 직종에서 15년 이상 종사하고, 공고일 현재 안양시 소재 사업체에 근무하면서 안양시에 5년 이상 계속 거주한 숙련기술자를 대상으로 한다.
다만 이미 대한민국명장 또는 이에 준하는 명장·명인으로 선정된 경력이 있는 경우는 제외해, 지역 내 숨은 기술 인재를 발굴하는 데 초점을 맞췄다.
공정한 심사를 위해 부시장을 위원장으로 하는 ‘안양시 명장심사위원회’도 설치된다. 위원회는 시의회 추천 의원과 관련 단체 추천 인사, 숙련기술 분야 전문가 등 9명 이내로 구성되며, 서류 및 현장 심사를 거쳐 매년 3명 이내의 명장을 엄선하게 된다.
선정된 명장에게는 안양시장이 명장 증서와 명장패를 수여하고, 시 홈페이지 및 소식지에 등재해 공로를 널리 알릴 예정이다. 또한 기술 교육·훈련 강사나 자문위원으로 위촉하는 등 행정적·재정적 지원을 통해 보유 기술이 지역사회에 환원될 수 있도록 했다.
강익수 의원은 “한 분야에서 오랜 시간 기술을 갈고닦아 온 숙련기술자들은 안양 제조업과 뿌리산업을 지탱해 온 주역”이라며 “이번 조례가 기술인들이 긍지와 자부심을 갖고 일할 수 있는 사회적 분위기를 조성하는 계기가 되길 바란다”고 밝혔다.
이어 “명장 선정에 그치지 않고 우수 기술이 지역사회에 환원되고 청년 기술인에게 전수되는 ‘기술 선순환 구조’를 만드는 것이 궁극적인 목표”라며 “앞으로도 지역 산업 경쟁력 강화를 위한 정책 마련에 힘쓰겠다”고 강조했다.
한편 안양시는 조례 공포 이후 명장심사위원회 구성 등 후속 절차를 진행하고, 올해 첫 ‘안양시 명장’ 선정을 위한 공모에 나설 계획이다.

This ordinance, based on the 'Act on the Promotion of Skilled Technology,' selects outstanding skilled technicians who have contributed to the development of local industries as 'Anyang City Master Craftsman.' This designation aims to boost the pride of technicians and revitalize the local economy through the transfer and development of skilled skills. According to the ordinance, the "Anyang City Master Craftsman" designation is for skilled workers who have worked in an occupation designated by the Minister of Employment and Labor for at least 15 years, are employed at a business located in Anyang City as of the date of the announcement, and have resided in Anyang City for at least five years.
However, those previously designated as Master Craftsmen of the Republic of Korea or equivalent Master Craftsmen or Master Craftsmen are excluded, focusing on discovering hidden technical talent within the region.
To ensure fair evaluation, the "Anyang City Master Craftsman Review Committee," chaired by the Deputy Mayor, will be established. Meanwhile, Anyang City plans to proceed with follow-up procedures, including the formation of a Master Craftsman Review Committee, following the promulgation of the ordinance, and launch a competition to select its first "Anyang City Master Craftsman" this year.
