경북교육청, 대구경북 행정통합 특별법안 의견 제출

교육자치 보장과 관련해서는 특별시교육감의 권한을 명확히 하는 방향을 제시했다. 영재학교와 특수목적고의 지정·설립·지정취소 권한을 통합특별시장을 제외하고 특별시교육감 단독 권한으로 규정해야 한다는 의견이다. 이는 교육행정의 전문성과 정치적 중립성을 제도적으로 담보하기 위한 취지라고 교육청은 설명했다.

교육과정 운영 측면에서도 개선 요구가 포함됐다. 교육과정 통합 운영과 관련한 교차지도 조항을 삭제해 학교 현장의 혼선을 방지해야 한다고 제안했다. 또한 특수학교의 법적 근거를 강화하고, 지역 여건과 특수교육 수요를 고려해 초·중·고교와 특수학교 간 상호 병설이 가능하도록 법안을 수정할 것을 요청했다.

경북교육청 관계자는 “이번 의견 제출은 통합특별시 설치 과정에서 교육자치 보장과 재정 안정성을 최우선으로 검토한 결과”라며 “국회 심사 과정에서 교육 분야의 의견이 충분히 반영되기를 기대한다”고 밝혔다.
