인천시교육청에 따르면, 이번 모델은 기초학력 전문 역량을 갖춘 전담 교사를 거점학교에 배치하고, 인근 초등학교를 정기적으로 순회하며 학습 지원 대상 학생들을 밀착 지도하는 방식으로, 소규모 학교가 개별적으로 확보하기 어려운 전문교육 자원을 효율적으로 공유하기 위해 도입했다.
특히, 전담 교사가 보유한 문해력·수리력 진단 및 난독증 판별 등의 전문성을 순회 방식으로 확산함으로써, 지리적 여건으로 인한 학습 결손 사각지대를 해소하고 학생별 결손 요인에 최적화된 맞춤형 지원을 강화할 방침이다.
