우리나라 헌법 제76조 제1항의 ‘긴급재정경제명령’은 국가가 중대한 경제위기에 처했을 때, 국회의 소집을 기다릴 여유조차 없는 경우에 한해 발동되는 국가긴급권이다. 지난 50여 년간 단 두 차례만 행사된, 사실상의 ‘경제 계엄령’이다. 이처럼 무거운 권한이 국무회의에서 거론됐다는 사실 자체가 심상치 않다. 왜 지금인가. 무엇을 위한 포석인가.
현 경제 상황이 녹록하지 않다는 점은 부인할 수 없다. 그러나 이는 대한민국만의 특수한 위기가 아니다. 세계 경제 전반이 함께 겪고 있는 복합위기 국면이다. 전쟁 당사국도 아니면서 이른바 ‘전쟁 추경’까지 편성하여 대규모 현금 살포를 결정해 놓고는 긴급명령까지 언급하는 것은 위기 관리가 아니라 공포 마켓팅에 다름 아니다. ‘이란 전쟁’ 등 외부 변수를 방패로 삼아 초강수 조치를 정당화하려는 태도는 책임 있는 국정운영과 거리가 멀다. 민생 대책이 아니라 공포를 자극하는 정치이며, 경제 실패의 책임을 외부로 돌리려는 시도로 읽힐 수밖에 없다.
더욱이 지금은 국회를 건너뛸 만큼의 비상상황이 아니다. 현실 정치 구조상 정부·여당이 입법을 주도할 수 있는 조건도 갖춰져 있다. 그럼에도 긴급재정경제명령을 거론하는 것은 헌법상 최후 수단을 정치적 카드로 활용하려는 발상에 다름 아니다.
2010년 이재명 성남시장 시절의 ‘모라토리엄 선언’이 환기된다. 당시에도 '정치적 쇼 '라는 논란에도 불구하고 일정한 효과를 보았을지 모르나, 지금은 국가 경제를 책임지는 자리다.
기초단체장의 정치적 퍼포먼스와 대통령의 국정운영은 그 무게와 파장이 비교 불가하다. 국가 신인도, 금융·외환시장, 무역 경쟁력에 미칠 충격은 상상을 초월한다. 집권 1년이 다 되도록 체감할 수 있는 경기 회복 성과는 보이지 않는다. 그 책임은 분명하다. 그럼에도 외부 변수에 기대어 위기를 과장하고 초강수로 돌파하려 한다면, 이는 해법이 아니라 또 다른 위기의 출발점이 될 뿐이다.

정치는 위기를 부풀려 지지율을 만회하는 기술이 아니다. 국민에게 안정과 신뢰를 제공하는 것이 정치의 본령이다. 국민의 삶을 담보로 한 ‘위기 연출’은 결국 더 큰 경제 불안과 국가 신인도 하락으로 되돌아온다. 지금 필요한 것은 ‘비상 권한’이 아니다. 시장의 신뢰를 회복할 실력, 국민의 삶을 지키는 책임, 그리고 포퓰리즘에서 벗어난 정상적인 국정운영이다.

To decide on a massive cash handout by even formulating a so-called ‘war supplementary budget’—while not being a party to the war—and then go so far as to mention an emergency order is nothing more than fear marketing, not crisis management. The attitude of attempting to justify hardline measures by using external variables, such as the "Iran war," as a shield is far removed from responsible state governance. It is not a measure for the people's livelihoods but rather politics that incites fear, and it can only be interpreted as an attempt to shift the blame for economic failures onto external factors.
Moreover, the current situation is not an emergency severe enough to bypass the National Assembly. Given the structure of real-world politics, the conditions are in place for the government and the ruling party to lead legislation. Nevertheless, mentioning an Emergency Financial and Economic Order is nothing more than the idea of using the constitutional last resort as a political card.
This brings to mind the "moratorium declaration" made by Lee Jae-myung during his tenure as Mayor of Seongnam in 2010. While it may have achieved some effect back then despite controversy over it being a "political show," the current position is one responsible for the national economy.
The weight and impact of a local government head's political performance are incomparable to that of a President's state administration. The shock to national credibility, financial and foreign exchange markets, and trade competitiveness will be beyond imagination. Even after nearly a year in office, there are no tangible results in economic recovery. The responsibility for this is clear. Nevertheless, if we rely on external variables to exaggerate the crisis and attempt to break through with drastic measures, this is not a solution but merely the starting point of another crisis.
Politics is not a technique to inflate a crisis to recover approval ratings. The true essence of politics is to provide stability and trust to the people. “Staging a crisis” at the expense of the people’s livelihoods ultimately results in greater economic instability and a decline in national credibility. What is needed now is not “emergency powers.” It is the competence to restore market confidence, the responsibility to protect the people’s lives, and normal state administration free from populism.
