대한민국시도의회의장협의회는 충남도의회(의장 김명선)가 건의한 ‘농어민 수당 국가정책화’ 정부 건의안을 채택했다.
의장협의회는 6일 충남 태안에서 대정부 건의안 12건을 채택했다.
충남도의회는 점점 심화되는 지역 간 소득 양극화 해소를 위해 ‘농어민 수당’의 국가정책 반영을 촉구하는 건의안을 제안했다.
저출산·고령화 시대 농어촌 소멸이 가속화됨에 각 지방자치단체는 조례를 제정해 농어민 수당을 지급하고 있다. 하지만 지역별로 지원대상이나 금액이 달라 형평성을 제고하기 위한 관계 법령의 정비와 제도 개선이 시급하다.
이번 임시회를 개최하고 건의안을 제안한 김명선 의장은 “정부는 농어촌 인구 감소와 도농 간 소득 양극화로 인한 공동화현상을 방지하고, 식량주권 확보를 위해 농어민수당 제도를 국가 정책에 반영해야 한다”고 강조했다.
의장협의회는 이번에 채택된 건의안을 국회와 중앙부처에 전달하고, 관철될 수 있도록 공동 대응할 계획이다.
한편 충남에서 열린 4차 임시회에는 이필영 충남도 행정부지사와 전진석 충남도 부교육감, 가세로 태안군수 등이 참석해 임시회 개최를 축하했다.
