KT&G가 별다른 안전조치 없이 건물 철거에 나서면서 인근 주민들로부터 원성을 사고 있다.
철거 건물이 공장 내에 있고 문제가 없다는 것이 KT&G의 입장이지만 안전을 담보로 졸속으로 진행하는 것 아니냐는 비판이 나온다.
28일 브레이크 뉴스가 취재한 것을 종합하면 문제가 된 곳은 전라북도 남원시 충정로에 위치한 'KT&G 남원 원료공장'이다.
KT&G는 지난 6월 초, 20여 년이 지난 자동화 기지 원료 창고 건물 철거에 나섰다.
해체 면적이 7,930㎡에 이르고 높이가 30m에 달해 허가 대상 건축물이다.
하지만 현장에 설치된 안전장치는 천으로 된 가림막이 전부이다. 그나마 가림막도 한 부분만 있다. 펜스인지 눈 가림 용인지 알 수가 없다.

이러다 보니 해체 과정에서 발생하는 소음과 분진 등으로 주민들이 고통을 호소하고 있다.
소음은 본격적으로 철거를 시작한 7월부터 지금까지 이어지고 있다.
앞서 주민들이 소음으로 인한 불편을 해당 지자체인 남원시에 제기했지만 달라진 건 없다.
의무적으로 감리자를 지정해 상주해야 하는 규정도 지키지 않은 것으로 알려졌다.
실제로 지난 17일 오후, 현장에서 건설장비와 포크레인 등을 동원해 작업을 하고 있었지만 감리자는 없었다. 안전관리자도 없었다.

1층 바닥에는 콘크리트와 철근 등 철거 잔해물이 최대 2미터 높이로 쌓여 있다.
철거 과정에서 나온 잔해물을 중간에 반출해야 하지만, 작업 내내 현장에 쌓아뒀다.
산업안전보건법엔 잔해물 처분 계획을 세우라고 돼 있지만 이마저도 지키지 않았다.
상황이 이런대도 KT&G는 안전조치를 취하지 않고 철거에만 급급하다.
올해 2월 개정한 '건축물 관리법'을 보면 철거 업무를 성실하게 수행하지 않은 감리자는 2,000만 원 이하의 과태료, 작업자는 2년 이하의 징역 또는 2,000만 원 이하의 벌금을 처하도록 규정하고 있다.
이에 대해 KT&G는 "확인한 결과 당시 감리자는 퇴근한 상태"라고 해명했다.
남원 시청 담당자도 "확인되면 개선하겠다"라고 답했다.
철거업체 측은 이에 대한 언급을 피했다. 업체 관계자는 " 현장 내 감리자가 없는 이유를 묻자 "부를 수 없다"는 말만 했다.
한편, 'KT＆G 남원 원료공장'은 1980년부터 담배원료공장으로 이 지역의 경제 역할을 해 왔지만 2008년 김천 원료공장으로 흡수 통합되면서 현재는 일부 건물을 창고로 사용 중이다.
