고양시의 ‘시민중심의 효율적 신청사 건립을 위한 포럼’이 9월 14일 고양시 문예회관에서 성황리에 마무리됐다.
시는 고양시 신청사 건립사업에 대한 재정부담 최소화 방안 및 효율적인 건립방안 등을 논의하고자 이번 자리를 마련했다.

포럼에는 지역주민, 시의원, 전문가, 공무원 등 200여 명이 참석했다.
이동환 고양특례시장은 “시민이 공감할 수 있는 청사 건립을 위해 시민과 전문가가 함께 논의할 수 있는 오늘과 같은 자리가 반드시 필요하다.”며 “활발하고 심도 있는 논의를 통해 시민과 함께 하는 고양시 신청사 건립사업의 사업방향이 구체적으로 설정되기를 기대한다.”고 참석자들에 대한 감사인사와 함께 포럼의 시작을 알렸다.
좌장인 강승필 한국민간투자학회장의 진행으로, 신청사 추진 TF 위원장 이정형 중앙대 교수는 효율적인 예산활용을 통한 단계적·전략적인 신청사 건립 방향을 제안하며 고양특례시 신청사 건립 검토방향에 대한 기조 발제에 나섰다.
이 교수는 시의 재정자립도를 고려했을 때, 다양한 재원마련 방안의 검토와 함께 단계적으로 청사를 건립해나가는 전략적 방안이 필요함을 역설했다.
이후 △이경훈 국민대 교수 △황경호 前 고양시 도시계획과장 △김해련 고양특례시의원 △장석률 주민대표 등의 토론과 시민들의 질의응답 순으로 진행되었다.
