    The stance of the bereaved family on the request for retrial of Kim, Jae-gyu

    As the family of Kim, Jae-gyu, the head of the Korean Central Intelligence Agency (KCIA; now the National Intelligence Service) we strongly request a retrial of this year’s ruling regarding the 10. 26 incident, which is exactly 40 years after he had to leave us in the world. However, what the family of the deceased ultimately seek through the retrial of the incident is ‘correct history’ rather than ‘the ruling’.
    No one can deny that the 10.26 incident was historical that notably changed the stream of modern history in Korea. However, regarding this significant historical incident, 40 years were wasted without even taking even one step forward at the level of arguing whether it was a ‘revolution for democracy’ or an ‘act for lust for power’.
    Many years wasted because we didn't get informed what exactly happened about the incident. At that time, the reporting of the truth was strictly controlled and restricted, and the trial was not conducted fairly under the unreasonable monitoring and tremendous external pressure of the power at the moment. As a result, so far, very few data or information have been provided to Korean citizen to determine the truthful fact of the 10.26 incident. Therefore, whatever position you have taken on the incident, it is all at the level of ‘being assumed by unsubstantiated rumors”. However, history is not something that can be assumed. The reason we need truthful history is to establish the ‘values’ necessary to live in the present in the reflection of the past, and to establish the future and hope of the country through it. Thus, history becomes a living history through the endless reinterpretation of future generations.
    In other words, we cannot call it as history if we speculate or judge what kind of thoughts and motives Kim, Jae-gyu had at the time. Thus, As the family of Kim, Jae-gyu, we have drawn a decision that this application for retrial has the great meaning of 'transforming the assumptions and unsubstantiated judgement about the 10.26 incident into the history of the Republic of Korea'. Based on the newly discovered data records at the time, the decision for requesting the retrial would be a very meaningful and valuable opportunity to interpret the 10.26 incident as history.
    To risk one's life in a hopeless losing battle in order to protect the values that we believe are right is called 'sacrifice'. “Loyalty’ means ‘choosing’ a willing sacrifice it for the people and the country. In the ‘feudal era’, loyalty meant sacrifice for one person, the king. However, in a 'democratic republic' where 'the people are the country', sacrificing against the individual in absolute power is not loyalty, but rather it can be considered as a treasonous behavior against the people and the country.
    From this point of view, it is meaningful that the 10.26 incident is historical which has disrupted the 'pre-modern concept of loyalty' in this 5,000-year-old country. This is because the incident has played an important role as the turning point to change the meaning of the definition of ‘loyalty’ to ‘sacrifice for the people, the country, and democracy’. In other words, the incident is also symbolic that changed the level of people’s perception of national sovereignty. Kim, Jae-gyu’s family members also certain that this incident is a very historically significant in this perspective.
    This family of the Kim, Jae-gyu strongly believes that the 10.26 incident will be recalled in the memory of the Koreans once again through this retrial. In the process of this retrial, I also highly expect that the level of historical discussion about the incident and Kim, Jae-gyu will evolve and take a leap forward. I hope that the retrial will be an opportunity for all Koreans to think deeply and reflect on ‘the history of Korea’ and ‘the value of democracy’.

    ¹ Park, Chung Hee : A dictator, the 5th, 6th, 7th and 8th president of republic of Korea. He was a soldier, but became the president of republic of Korea in 1963 after taking power in the coup in 1961. He served 5 times terms until 1979 by revising the constitutional amendments for his own long-term tenure. Then, he was shot and killed by Kim, Jae-gyu, the head of the Korean Central Intelligence Agency.

    ² the 10.26 incident : On October 26, 1979, Kim, Jae-gyu, the head of the Korean Central Intelligence Agency(KCIA) assassinated and eliminated the third president of South Korea Park, Chung-Hee inside the Blue House presidential compound. This led to the collapse of the Yushin Constitution, Park, Chung-hee's anti-democratic dictatorship.
