먼저 기존 의회운영위원회, 문화행정위원회, 경제도시위원회 총 3개의 위원회로운영되던 상임위원회를 의회운영위원회, 행정복지위원회, 문화도시위원회,경제산업위원회 총 4개의 위원회로 확대 운영해 집행부에 대한 견제와 감시라는 의회 본연의 기능에 더욱 충실하게 됐다.
그리고 경주시의회는 각종 자료와 시민의 다양한 제보 및 현장 확인을 바탕으로 집행부의 각종 사업에 대해 부족한 점을 바로잡을 뿐만 아니라 올바른 정책 방향을 이끌어 내는 행정사무감사를 수행했다.
특히 행정사무감사를 통해 시정 113건과 건의 167건의 적정하지 못한 행정 처리와 잘못된 관행에 대해 시정 및 개선을 촉구해 시민의 복리를증진하고 시정 운영의 효율성을 제고했다.
의원들은 21건의 조례안 공동발의와 15건의 단독발의, 19건의 5분 자유발언, 15건의시정질문으로 지역 현안에 대해 선제적으로 정책 대안을 제시하는 생산적인 의회상을 정립했다.
더불어 현장의 생생한 목소리를 들어 향후 의정활동에 반영하기 위해 각 상임위원회별로 주요 현안 사업장을 방문해 운영 현황 및 애로사항을청취하고 관계자를 격려했다.
그리고 정책 대안을 제시하는 공부하는 의회가 되기 위해 의원연구단체는시민 삶의 질 향상과 경주발전에 도움이 되는 연구를 실시 했다.
아울러 경주시의회는 진정서, 의회방문, 홈페이지 등을 통해 의회에 접수된 70건의 시민의 요구 사항과 불편 사항을 신속하게 처리해 시민과 함께하는 의회를 구현했다.
또한 경주시의회는 매년 명절마다 복지시설을 방문해 이웃과 함께 정을 나누는 따뜻한 사랑 나눔을 실천하고 집중호우나 태풍으로 인한 피해가 재발하지 않도록 재난대비 상황을 점검했다.
특히 경주시의회는 경주시 최대 현안인 ‘2025년 제32차 아시아태평양경제협력체(APEC) 정상회의’ 경주 유치를 지원하기 위해 적극 나서고 있다.
경주시의회는 지난 5월 ‘2025 APEC 경주 유치지원 특별위원회’를 구성했으며, 문경시에서 열린 제311차 경상북도 시군의회 의장협의회 정기총회의 ‘2025년 제32차 APEC 정상회의 경주 유치 결의안’을 이끌어 내고‘2025 APEC 정상회의 경주 유치 100만 서명운동’ 동참을 호소했다.
이러한 노력의 결과로 이철우 의장은‘2023 자랑스러운 한국인 대상’과‘제6회 대한민국을 빛낸 13인 대상’을 연이어 수상했다.
또 이동협 부의장은 ‘경주시 공무원이 선정한 멋진 시의원’에 3회 연속 선정된데 이어 모범적인 의정활동을 펼치며 지역발전을 위해 헌신한 공로로‘2023년 경상북도 의정봉사대상’을 수상했다.
시민행복과 경주발전을 위한 활발한 의정활동으로 이진락 위원장은 ‘2023 올해를 빛낸 대한민국 인물 대상’을, 최재필 의원은 ‘2023 자랑스런한국인 대상’을, 정종문 의원과 최영기 의원은 ‘2023 서울평화문화대상’을수상했다.
